Description
THIS SOLICITATION IS BEING ISSUED ON AN UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION. The Contract Specialist is S. Cannon, Code ACQ11SC. The Contracting Officer is D. Mattingly, Code ACQ1. The Government will evaluate proposals using source selection procedures with the intent to award a firm-fixed price contract to the responsible offeror whose proposal, conforms to the solicitation, as the BEST VALUE to the Government, price and technical factors considered. Description of Work: Construct Three New Aircraft Maintenance Units a/k/a Fighter Squadron Maintenance Facilities, at Shaw AFB, Sumter, SC with an estimated cost of construction between $5,500,000 and $6,100,000. The proposed AMU?s will consist of three identical buildings, each containing 12,000 square feet of gross area for a total of 36,000 SF (3,345 SM) of new construction. Project also includes the demolition/relocation of approximately 41,000 SF (3,800 SM) of existing aircraft maintenance facilities. Each AMU will include Administration Spaces, Briefing and Debriefing Rooms, a Conference Room, a Classroom, Restrooms, Locker Rooms and Showers, and a Tool and Parts Room. The contractor will construct each AMU with a reinforced concrete foundation and floor slab, brick veneer exterior on metal stud framed walls, aluminum windows, and an aluminum standing seam metal roof. The work includes communication and fire protection systems, all supporting utilities, site work, parking and demolition of existing aircraft maintenance facilities. The Government shall be responsible for all asbestos removal from existing facilities that are scheduled for demolition. The construction will consist of four phases: Phase One will consist of Mobilization and submittals, Phase Two will consist of Construct Buildings One and Three and associated parking, Phase Three will consist of a 90 day period to all the Squadrons to move from the currently occupied Site Two facilities into new Buildings One and Three; and time for the Government to remove asbestos containing material for Site Two facilities. Phase Four will consist of Demolish existing aircraft maintenance facilities at Site Two and construct new Building Two with associated parking. All work shall be in strict compliance with the specifications and drawings. This will be a Firm Fixed Price Lump Sum type contract. The maximum allowed total construction completion schedule is 880 calendar days for all four phases. The maximum number of calendar days per phase is Phase I Mobilizations and submittals 60 days, Phase II Construct Buildings One and Three 365 days, Phase III Squadrons vacate Site Two and move to Sites One and Three and Government remove asbestos from Site Two facilities and remove asbestos from Site Two facilities 90 days, and Phase IV Demolish Site Two facilities and construct new Building Two and associated parking 365 days. The Government requires contractors to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the offeror whose technical and price proposal offers the best overall value to the Government, without discussion of such offers. The technical proposal is equal to the price proposal and will be evaluated as set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Proposers will be evaluated on Technical Factors as follows: Factor A--Past Performance; Factor B--Small Business Subcontracting Plan; Factor C--Technical Qualifications; Factor D--Technical Approach with Element 1-Construction Time; Element 2-CPM Schedule; Element 3-Experience Modifier Rate. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO AWARD THIS CONTRACT WITHOUT DISCUSSIONS. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. Offerors should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offerors to revise their proposals. Firms submitting technical and price proposal will not be compensated for specifications. Large businesses competing for this project must comply with the FAR 52.219-9 Clause regarding the requirement for Subcontracting Plan on the part of the work that it intends to subcontract. The recommended goals for subcontracting are 65% for Small Business. Of the total subcontracted effort, the NAVFAC FY2003 goals are a minimum of 14.8% for Small Disadvantaged Businesses, 14.4% for Women-Owned Small Business, 3% for Veteran-Owned Small Business, 3% for Service Disabled Veteran-Owned Small Business, and 3% to HUBZone firms. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. RFP ISSUE DATE: The Government intends to issue the plans and specifications on or about 23 April 2003. Proposals will be due around 27 May 2003. The exact date will be stipulated in the RFP. NOTE: Since the Government intends to issue the solicitation through the use of the Internet, offerors must register on the NAVFAC E-Solicitation website at http://esol.navfac.navy.mil. Prospective offerors may access the entire solicitation postings, including the plans and specs, on the Internet for viewing and downloading through the above referenced link, although the download time may be excessive. Offerors may also purchase Electronic Copies of the plans and specifications in a compact disk format (CD ROM) from the Defense Automated Printing Service. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. This solicitation is formatted as a request for proposal in accordance with the requirements designated by FAR 15.6 for a negotiated procurement. The award of this procurement will be accomplished using the Source Selection Procedures that result in the BEST VALUE to the Government, price and technical factors considered. The Government reserves the right to reject any and all proposals at any time prior to award; to negotiate with any one or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award a contract to the proposer submitting the proposal determined to be the most advantageous to the Government.
