- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. The solicitation number is PS03-P002 and is issued as a combined Request for Quotation (RFQ) solicitation. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 12. The applicable North American Industry Classification System (NAICS Code is 541519 and the small business size standard is $21 million. This is a 100% Small Business Set-Aside. The National Science Foundation intends to issue a Commercial Service, Indefinite Delivery Indefinite Quantity Firm-Fixed Price Contract with a base period through the end of fiscal year 2003, with three one year options. The service required by NSF is for the offsite storage of DLT, 8mm, and 4mm tape cartridges, in addition CD-ROM and paper hard copy documents need to be stored. Pick up and delivery of these tapes and documents are also required. Weekly pickup and deliveries of media will be included. Emergency and unscheduled deliveries are also required. Pickup and deliveries are to be made at the NSF Computer Facility at 4201 Wilson Blvd., Arlington VA 22230. 52.212-2 Evaluation- Commercial Items (a) The Government will award a firm-fixed price contract from this solicitation that will be most advantageous to the Government. The factors of technical, price, and past performance will be considered in that order of importance. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine an offer unacceptable if the option pricing is significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Contract may be awarded without discussions. No faxed proposals will be accepted. The projected award date is April 15, 2003. Copies of the Statement of Work may be obtained by contacting the specialist listed below. The Federal Acquisition Regulation clauses that apply to this solicitation are as follows: 52.212-3, Offeror Representations and Certifications – Commercial Items. When responding to this RFQ, offerors shall submit a completed copy of this provision. 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders. 52.216-18, Ordering. Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from date of award through 9/30/2006. 52.216.19, Order Limitations. Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $8,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. Maximum order. The Contractor is not obligated to honor any order for a combination of items in excess of $50,000.00. 52.216-22, Indefinite Quantity. The Contractor shall honor any order exceeding the maximum order limitations, unless that order (or orders) is returned to the ordering office within five days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. 52.217-8, Option to Extend Services. The Contracting Officer may exercise the option by written notice to the Contractor within thirty days. 52.217-9, Option to Extend the Term of the Contract. The Government may extend the term of this contract by written notice to the Contractor within thirty days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least sixty days. The total duration of this contract, including the exercise of any options under this clause, shall not exceed three years and five months. 52.222-25, Affirmative Action Compliance. 52.252-1, Solicitation Provisions Incorporated by Reference. 52.252-2 , Clauses Incorporated by Reference. 52.252-3 , Alterations in Solicitation. 52.252-4, Alterations in Contract.
