At the national level, the TELP II activity will support the Department of Education (DOE) in the policy development and implementation process, and in providing assistance on HIV/AIDS policy issues in response to DOE priorities. Under the anticipated 3 year contract, the contractor will be expected to provide long and short term level of effort technical assistance to the HDIs to (i) assist these institutions to design programs in accordance with the new academic policy; (ii) develop and implement quality assurance systems; develop and implement quality assurance systems; strengthen the management and administrative capabilities of staff.
