Description
The Agricultural Health Study (COORDINATING CENTER). The Occupational Epidemiology Branch (OEB), National Cancer Institute (NCI) is seeking a contractor to perform the above named project. This contract will maintain a Coordinating Center to assist the NCI Project Officer in the monitoring and coordination of the work of the two state-wide Field Stations. One of these Field Stations is in North Carolina and the other in Iowa. An existing cohort of approximately 89,000 study subjects was created in the first five years of this study (1993-1997) and will need to be followed prospectively for 10 years or more to obtain detailed information on agricultural exposures, diet, cooking practices, and other factors of etiologic interest for cancer and other diseases. The cohort will be linked annually or more frequently to the state wide cancer registries in Iowa and North Carolina. The study is designed so that we can also investigate biomarkers of exposure and disease. The entire cohort will include farmer owner/operators (approximately 53,000), their spouses (approximately 30,000), or commercial applicators (approximately 6,000 - all from Iowa). The entire cohort will be re-contacted during a three year period during this contract period to 1) to obtain buccal ?swish and spit? samples on selected study subjects as a source of genomic DNA (n = 2,500 to 9,000; and 2) to update questionnaire information on pesticide use, medical history, and diet by means of a questionnaire with an approximate 30 minute administration time. This questionnaire will be administered by the Field Stations by a computer assisted telephone interview (CATI). The CATI interview shall be developed by the Coordinating Center using BLAISE or a compatible system. At least a 75 percent participation rate is sought. In-person contact, computer assisted telephone interviews (CATI), direct mailing of questionnaires, or a combination of these and other techniques may be considered for soliciting informed consent for buccal ?swish and spit? collection. The types of support to be provided by the Contractor in the conduct of studies include: study re-initiation and liaison; preparing and pretesting of questionnaires for CATI (computer assisted telephone interview), retrieving data electronically stored from a CATI (computer assisted telephone interview); updating and maintaining an appropriate data base to achieve study objectives; quality control of all aspects of this study; and to provide laboratory resources to prepare, and store epithelial cells for selected polymorphisms analysis (in the future under a separate mechanism). These tasks may vary. In addition the contractors shall be required to perform the following options under the contract: (TO BE EXERCISED IF FUNDS BECOME AVAILABLE) Option 1: Collect buccal cells from an additional 6,500 study subjects, using criteria identified by the NCI Project Officer. Option 2: Collect tumor tissue samples from hospitals and clinic from up to 2,000 selected cancer patients for mutation spectrum analyses. The protocol for sample tumor tissue will be supplied by the NCI project officer during the first year of the contract. Option 3: Validation of an additional 700 non-cancer disease diagnosis at each Field Station through medical records checks, which may include mailings and telephone calls to health providers identified by the study subject. Option 4: Transition costs for ?add-on? studies. Whenever an approved ?add- on? study is about to be implemented by a federal investigator or extramural collaborator, the NIH IRB?s policy specifies that the initial contact with the study subject requesting participation in the ?add-on study? be made by the AHS study team. Communication between the Contractor and the NCI will often be on a daily basis with regularly scheduled meetings to review and adjust procedures for reassigning work. Personal computers shall be used wherever possible for data processing and manipulation. The NIH/DCRT computer facility (which has IBM computers) shall be accessed by remote terminals to be provided by the Contractor on their own premises. The Contractor shall provide a Monthly Technical Progress Reports which shall include a monthly budget report, and a Final Technical Progress Peport. Other deliverables shall include computerized data, raw data, and biological specimens and other field samples. The estimated level of effort, including all options,to be provided is 32,240 total direct labor hours for the entire period of performance of this contract. The Contractor must meet the following Mandatory Qualification Criteria at the time of receipt of Best and Final Offers (BAFO) for their proposal to be considered any further by the Contracting Officer: The Coordinating Center contractor must document that they have received authorization from the National Institute for Occupational Safety and Health that they may use the Internal Revenue Services address file to update address information on all members of the Agricultural Health Study Cohort annually, acting as the agents for the National Cancer Institute in their research of the Agricultural Health Study. All responsible sources meeting this criteria are encouraged to submit an offer and will be considered by the National Cancer Institute. The contract will be a cost-reimbursement, completion type for a 60-month period. It is anticipated that the solicitation package will be available on/about April 22, 2003, with proposals due 30 days after the issue date of the RFP. Award is anticipated by December 30, 2003.
