Description
This is a Sources Sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this Sources Sought. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to the issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. Interested sources should provide a capabilities package not longer than 10 pages demonstrating ability to perform the services listed below. Potential sources may submit resumes or personnel information plus information specific to your company including name, point of contact, size of business, and company profile. In addition the potential source should include any pertinent information on contracts that have been performed by the company, similar in size and complexity to this effort. The Department of Housing and Urban Development (HUD), Office of the Chief Financial Officer, Washington, DC, is seeking sources to provide system maintenance support on four HUD financial systems. The Section 8 Budget Outlay Support System (BOSS) is an automated analytical tool that facilitates the estimation of future cash outlays and budget authority requirements for the rental assistance programs known as Section 8. The BOSS system operates and utilizes the client/server technology. The current client (front end) is developed using PowerBuilder Version 6.5 and the server (back end) is Microsoft SQL Server 2000. The Budget Formulation System (EZBudget) systematizes budget formulation, automating much of the manually intensive portions of the process to allow Budget personnel to focus on analysis, accuracy and on-time budget submissions. EZBudget is a client-server-based program with PowerBuilder (front-end) and Microsoft Server 2000 (back-end). The Total Estimation and Allocation Mechanism (TEAM) System is a HUD-wide tool to support budget formulation, budget execution, and the strategic planning process by allowing system users to query this stored information from a central location. TEAM is a web-based system with J2EE (front-end) and Sun ONE 7 Application Server and Oracle 9i database (back-end). The Consolidated Cost and FTE Files System (CCFF) complements TEAM by helping program managers administer their personal services expenditures through tracking personal service transactions. CCFF is a stand-alone system. CCFF files are maintained on a Unisys mainframe. The system maintenance support services being sought consist of the following: 1) perform corrective and adaptive software maintenance, 2) conduct testing for all new software releases, 3) provide user training for all new software, 4) provide users support and respond to operational issues, 5) monitor database and system storage trends, 6) prepare HUD Systems Development Methodology (SDM) documentation for all new modules and update existing SDM documentation. The potential source must have specialized experience with MS SQL 2000 Server and Oracle 9i database, Sun ONE Application Server 7, PowerBuilder and Infomaker version 6.5. The contract type is anticipated to be a Firm-Fixed Price contract for five years. The period of performance consists of one base year plus four option years. The proposed contract will be subject to the Service Contract Act. It is the Government's intention to conduct this procurement in accordance with the Federal Acquisition Regulations (FAR) Subpart 8.4 - Federal Supply Schedules, utilizing GSA Information Technology (IT)-Schedule #70. The resultant contract will be awarded on a best value basis. This procurement may be restricted to small businesses only. At this time, a solicitation is not available.
