- Description
- The Mine Safety and health Administration (MSHA), U.S. Department of labor, is seeking the services of a training and consulting firm with extensive knowledge, experience, and expertise in mining safety, health and rescue operations, mine inspections, and training programs to improve the overall services MSHA provides to the mining industry. The consulting firm will assist the agency in assessing the effectiveness and success of MSHA mine health and safety trining and compliance programs carried out nationwide. The firm will review industry and MSHA Academy development programs against established government and industry standards to assess the level of effectiveness of these programs. The contractor will make recommendations on where training and compliance programs should be modified and improved and will work with agency personnel to implement changes to existing programs as well as develop new programs. The contractor will also review human resources policies related to training and development and coordingate the implementation of recommended changes. MSHA intends to use information developed to redesign and manage training programs, project teams, instrucor guides, student materials and other agency resources used to support and encourage compliance with MSHA rules and regulations in the mining industry. MSHA will also use information to coordinate the establishment of an "MSHA Safety and Health Training Outreach Program." If MSHA receives sufficient response from firms capable of providing the services desired, MSHA will review the capabilities of the respondents and may issue a solicitation. MSHA is not soliciting proposals at this time. All firms responding will be included in a solicitation mailing list if a solicitation is issued. The Government will not pay for any information received in response to the RFI nor will the Government compensate any respondent for any costs incurred in developing information provided to the Government. The Government will not release any information marked with a Proprietary Legend received in response to the RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend. TO BE DEEMED RESPONSIVE AND RESPONSIBLE, FIRMS MUST SUBMIT, IN ELECTRONIC AND HARDCOPY FORMAT, A FULL CAPABILITIES STATEMENT DESCRIBING THE LEVEL OF THE COMPANY'S KNOWLEDGE, EXPERIENCE, AND EXPERTISE IN MINING AND MINE SAFETY, TRAINING RELATED TO INSPECTIONS, MINING OPERATIONS, AND RESCUE PRODECURES. MSHA requires respondents to submit two references to be used to verify knowledge and experience in mining operations and training programs related to mining. These references shold be for services performed withing the past five years. All information provided to MSHA must be received within 15 days of the publication of this notice to Mr. Darrell A.
