Description
NA A-E SERVICES FOR INVESTIGATIVE AND DESIGN EXPERTISE FOR UTILITY MONITORING AND CONTROL SYSTEMS (UMCS), FIRE ALARM SYSTEM (FAS), SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) SYSTEMS, HEATING, VENTILATION AND AIR CONDITIONING (HVAC) SYSTEMS, ELECTRONIC S ECURITY SYSTEMS (ESS), SECURITY ENGINEERING AND OTHER ELECTRICAL/MECHANICAL DESIGN/CRITERIA DEVELOPMENT, AND OTHER AUTOMATED CONTROL SYSTEMS AND MISCELLANEOUS UMCS AND SCADA STUDIES. CONTRACT INFORMATION: One year indefinite delivery contract(s) with fou r one-year options will be negotiated for these services (total of five years). This contract(s) will be firm fixed-price indefinite delivery/indefinite quantity with a combined total contract limit of $10,000,000 ($2,000,000 per year). The maximum estim ated individual task order limit will be $1,500,000. The Government?s minimum obligation under this contract will be $40,000 for the basic contract and $20,000 for each of the option year(s). Funds are available for award of the minimum obligation of thi s contract. The U.S. Army Engineering and Support Center, Huntsville (USAESCH) reserves the right to make single or multiple, i.e. two awards. This announcement is open to all concerns regardless of size. The criteria to be used in allocating orders bet ween the contracts are as follows: performance and quality of deliverables under present contracts; current capacity to accomplish the order in the required time; uniquely specialized experience; equitable distribution of work among the contractors; and o ther relevant factors. Price shall not be used as a criterion. Division of the dollar capacity is not necessarily on an equal basis. The NAICS code for this proposed synopsis is 541330. The performance period for the basic contract(s) is estimated to b e from 30 June 2003 through 29 June 2004, with options for four additional years. The Service Contract Act is not applicable to this contract(s). However, contractor(s) receiving awards will be required to be registered within the Central Contractor Regi stration database. PROJECT INFORMATION: Work for this proposed contract(s) may consist of, but not be limited to, the utilization of experience, current knowledge, and skills in investigating site conditions and existing inoperable systems and recommending optimum UMCS/FAS/ SCADA/HVAC/ESS, security engineering and other electrical/mechanical solutions; Preparing and reviewing designs and criteria documents; Performing engineering analyses, state-of-the-art and other special studies and training; Participation in pre-delivery tests, site tests and engineering surveys. The time period of the proposed contract(s) is one year with four additional option years. SELECTION CRITERIA: The following evaluation criteria for this proposed contract are mandatory and relatable to the facto rs in Note 24: (1) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE IN THE TYPE OF WORK REQUIRED: SUBFACTORS: (a) Demonstrate recent (within the last six years) experience in UMCS design and installation support services at Federal Government facilities. D esign experience includes preparation of drawings, project specifications, cost estimates, and design analyses; (b) Demonstrate recent (within the last six years) experience in FAS design and installation support services at Federal Government facilities. Design experience includes preparation of drawings, project specifications, cost estimates, and design analyses; (c) Demonstrate recent (within the last six years) experience in SCADA system design and installation support services. Design experience incl udes preparation of drawings, project specification, cost estimates, and design analyses; (d) Demonstrate recent (within the last six years) experience in HVAC design and installation support services at Federal Government facilities. Design experience i ncludes preparation of drawings, project specifications, cost estimates, and design analyses. (e) Demonstrate recent (within the last six ye ars) experience in conducting UMCS site surveys at Federal Government facilities, including preliminary cost estimating and conceptual system design; (f) Demonstrate recent (within the last six years) experience in conducting FAS site surveys at Federal Go vernment facilities, including preliminary cost estimating and conceptual system design; (g) Demonstrate recent (within the last six years) experience in conducting SCADA system site surveys, including preliminary cost estimating and conceptual system desi gn; (h) Demonstrate recent (within the last six years) experience in conducting HVAC site surveys at Federal Government facilities, including preliminary cost estimating and conceptual system design; (i) Demonstrate recent (within the last six years) exper ience in design of fiber optics and other communication networks; (j) Demonstrate recent (within the last six years) experience in ESS design and installation support services at Federal Government facilities. Design experience includes preparation of dra wings, project specifications, cost estimates, and design analyses. (k) Demonstrate recent (within the last six years) experience in conducting ESS site surveys at Federal Government facilities, including preliminary cost estimating and conceptual system design; (l) Firms which demonstrate the capability to provide designs on a computer-aided design and drafting (CAD) system. All final drawings will be computer-generated, plotted and provided in a format and medium that will permit their loading, storage, and use without modification or additional software on the Huntsville Engineering and Support Center graphics system which consists of Intergraph Corporation-supplied Microstation/J and CD-ROM. State the CAD system to be used and demonstrate how it is co mpatible with the Huntsville Engineering and Support Center system. (2) PROFESSIONAL QUALIFICATIONS NECESSARY FOR SATISFACTORY PERFORMANCE OF REQUIRED SERVICES: SUBFACTORS: Firms which demonstrate a multi-disciplinary team, including professionals registered in the engineering disciplines of mechanical engineering, electri cal/electronic engineering, civil engineering, structural engineering, architectural, cost estimating, technical editing and writing, engineering associated with the technical fields of utility monitoring and control systems, fire alarm systems, supervisor y control and data acquisition systems, heating ventilating and air conditioning systems, electronic security systems, security engineering, communications, fiber optics and other computer related fields; (3) CAPACITY TO ACCOMPLISH THE WORK IN THE REQUIRED TIME: SUBFACTOR: (a) Interested firms must demonstrate they have in-house capacity, or an organizational structure and project team management plan that addresses how the various prime, subcontractor, and/or joint venture participants will function as a c ohesive unit. Subcontractors/Consultant experience credentials will be imputed to and evaluated as part of the submission only if they are identified and the submission includes a commitment letter from each subcontractor/consultant to undertake performan ce under this contract. (4) PAST PERFORMANCE WITH GOVERNMENT AGENCIES AND PRIVATE INDUSTRY IN TERMS OF COST CONTROL, QUALITY OF WORK, AND COMPLIANCE WITH SCHEDULES: SUBFACTORS: (a) Quality of work, (b) Compliance with schedules ? Firms with unsatisfactory past performance evaluations (below average or poor) will be evaluated appropriately. In evaluating past performance, all relevant sources of past performance information, including references and the ACASS system will be considered. (c) Cost control - T he proposed contract is a firm-fixed price indefinite delivery/indefinite quantity type; therefore, cost control is not of prime importance in the evaluation of this contract. (5) LOCATION IN THE GENERAL GEOGRAPHIC AREA OF THE PROJECT AND KNOWLEDGE OF THE LOCALITY OF THE PROJECT, PROVIDED THAT APPLICATION OF THIS CRITERION LEAVES AN APPROPR IATE NUMBER OF QUALIFIED FIRMS, GIVEN THE NATURE AND SIZE OF THE PROJECT: Not applicable to this contract. Not withstanding the terms of Note 24, the following criteria are secondary and will only be evaluated between technically equal firms: (6) SMALL BUSINESS, SMALL DISADVANTAGED BUSINESS, HISTORICALLY BLACK COLLEGES AND UNIVERSITIES AND MINORITY INSTITUTIO NS: Responding firms are requested to state whether they are small business, small-disadvantaged business, HBCU, MI and/or woman-owned business. This contract is not set aside; however, responding large business firms are strongly urged to consider the a ward of subcontracts to small-disadvantaged and other small business firms. Huntsville Center?s subcontracting goals are as follows: Small Business ? 57.2%, Small Disadvantaged Business ? 8.9%, Women-Owned Small Business ? 8.1%, HUBZone Small Business ? 3.0% and Service-Disabled Veteran-Owned Small Business ? 3.0%. (7) VOLUME OF WORK AWARDED BY DOD DURING THE PREVIOUS 12 MONTHS: SUBFACTORS: Equitable distribution of work among A-E firms, including small and disadvantaged business firms and firms that hav e had prior DOD contracts, will be a consideration of the Selection Board. In determining the value of DOD awards over the past 12 months, awards to overseas offices for projects outside the United States, its territories and possessions, to a subsidiary, if the subsidiary is not normally subject to management decisions, bookkeeping, and incorporated subsidiary that operates under a firm name different from the parent company will not be considered. Interested firms are requested in block 10 of the SF255 to include the value of all A-E contract awards to the firm, including modifications, by the Department of Defense during the previous 12 months as of the date of this announcement. The relative order of importance of the factors and subfactors follow: Factors 1 and 2 above are most important and are listed in their descending order of importance. Factor 2 is more important than Factor 3. Factor 3 is more important than Factor 4. Factors 6 and 7 are least important. Subfactors under Factor 1 are equal in importance. SUBMISSION REQ UIREMENTS: Interested firms having the capabilities to perform this work must submit one copy of the Standard Form 255 (SF255) for prime and one copy of the Standard Form 254 (SF254) for prime and for each consultant. SF255 must include an organization ch art for the proposed team, and the names and telephone numbers of clients as references on the most recent UMCS/FAS/SCADA/HVAC/ESS designs. The A-E must demonstrate the ability to obtain security clearances as required for individual task orders. Special instructions on submittal length: The entire submittal package shall not exceed 130 pages, and blocks 7, 8 and 10 of the SF255 shall not exceed 30, 20 and 50 pages respectively; and SF254 shall not exceed 20 pages. Any pages in excess of these limits wil l not be evaluated. Submittal must be received at the address indicated above not later than the close of business 30 calendar days from the publication date of this announcement with a 'day' being the next day after publication. If the 30th calendar day falls on a weekend or a holiday, the last day for receipt will be the following business day. Only one copy of the submittal is required.
