Description
This Amendment is issued to remove the small business set-aside pursuant to the Small Business Competitiveness Demonstration Program (SBCDP) for Surveying and Mapping Services under Architectural and Engineering Services for NAICS code 54137. All large and small business firms are invited to submit their Standard Forms 254 and 255 in accordance with the following description. The due date for submission has been extended to April 25, 2003. The Bureau of Reclamation, Mid-Pacific Region, is requesting Standard Forms 254 and 255 from qualified Architect-Engineer firms to provide Surveys, Photogrammetry, Digital Imagery, and related aerial photographic services to support Design and Construction studies for various projects. It is the intent of the Government to issue a multiple award contract for one base year plus (4) one-year options, with an option to extend services for up to six months. The contract will be firm-fixed price and falls within the price range of $100,000 to $1,000,000. Delivery Orders will be issued to accomplish the individual tasks as requested by the various offices within the Mid-Pacific Region of Reclamation and will identify specific requirements. The following briefly outlines the type of work that may be required of the Contractor(s). (a) Control Data. Basic and supplemental horizontal and vertical control data. (b) Negatives ? Contact Prints ? B&W. Original vertical aerial photographic negatives (panchromatic film) and contact prints thereof. (c) Negatives ? Mosaics ? B&W. Negatives (panchromatic film) of the photoindex mosaics, based on an assembly of contact prints of the photography reduced approximately 4 diameters and contact prints thereof. (d) Negatives ? Contact Prints ? Color or Color Infrared. Original vertical aerial photographic negatives (color negative film) and contact prints thereof. (e) Negatives ? Mosaics ? Color or Color Infrared. Negatives (panchromatic film) of the photoindex mosaics, based on an assembly of contact prints of the photography reduced approximately 4 diameters and contact prints thereof. (f) LIDAR Datasets. LIDAR multiple return point ASCII format datasets processed for removal of noise and errors. (g) LIDAR Bare-Earth Elevation Datasets. Post-processed LIDAR multiple return datasets with structures and vegetation removed. (h) Multispectral Data. Orthorectified multispectral data processed for removal of noise and errors. (i) Hyperspectral Data. Orthorectified hyperspectral data processed for removal of noise and errors. (j) Satellite Image Data. Radiometrically corrected and orthorectified satellite image data. (k) Topography Maps. Reproducible topography maps at the scale and contour interval to be specified in the Delivery Order. (l) Ratio Rectified Photo Maps. Reproducible ratio rectified photo maps at a scale specified in the Delivery Order. (m) Topographic Orthophoto Maps. Reproducible topographic orthophoto maps at a scale and contour interval to be specified in the Delivery Order. (n) Manuscripts. Reproducible manuscripts at a scale and contour interval to be specified in the Delivery Order. (o) Aerial Cross Sections. Aerial cross sections obtained by photogrammetry methods. (p) Field Cross Sections. Field surveyed cross sections obtained by ground survey. (q) Plan and Profile Drawings. Reproducible plan and profile drawings. (r) Supporting Data and Materials. All materials and data required for preparing the engineering maps. These materials and data shall include any and all photo negatives, diapositives, digital files and reports etc. (s) Survey Notes. All survey notes and computations required to assure accuracy of horizontal and vertical control. (t) Computer Aided Design (CAD) Data. All data and supporting materials required for preparing CAD drawings. (u) Metadata. Creation of FGDC (Federal Geographic Data Committee) compliant metadata for georeferenced data products. Standard Forms 254 and 255 will be accepted at the above address through April 25, 2003. After this date, forms may/may not still be accepted until the evaluation process begins. Firms submitting SF-254s and SF-255s will be evaluated in accordance with Federal Acquisition Regulation 36.602-1 for Architect-Engineer services. The following factors and significant sub-factors, (if listed), will be considered in the evaluation of the proposals and making the source selection. The evaluation factors are in descending order of importance and are as follows: (1) Capability to complete the work in the required time -- Factors to be considered include the appropriateness of the proposed technology, methods and equipment; capability to complete the work in the required time; and the clarity of the proposal. (2) Capability to adequately respond to simultaneous projects and/or emergency work -- Factors to be considered include the proximity of the offeror to Reclamation's general geographic area (western United States); the offeror's in-house capabilities, methods and equipment; and the offeror's ability to complete emergency work in a short time period. (3) Key personnel (including ASPRS [American Society for Photogrammetry and Remote Sensing] Certified Photogrammetrist, Registered Land Surveyor [RLS], Registered/Licensed Engineer, Licensed Pilot) -- Factors to be considered must be similar in scope, magnitude, and complexity and include the relevant professional qualifications, specialized experience and technical competence of the proposed key personnel necessary for satisfactory performance. (4) Past Performance -- Factors to be considered include the offeror's past performance on contracts with Government agencies and/or private industry in regard to quality of work, cost control, and compliance with performance schedules within the last 3 years. Standard Forms 254 and 255 are due by 2:00 p.m. on April 25, 2003. The applicable code from the North American Industry Classification System (NAICS) is 541370 with a revenue size standard of $4 Million per year or less. This is not a request for proposals. There is no site visit scheduled. No solicitation is currently available.
