Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract modification for the Systems Engineering, Management and Integration (SEMI) support of the FY03 Tactical Tomahawk (TT) Precision Terrain Aided Navigator (PTAN) program. This program phase will cover the initial pre-System Development and Demonstration (SDD) tasks through Systems Requirements Review (SRR) and includes the development of a Concept of Operations (CONOPS), draft Verification Plan, and draft Systems Integration Plans. NAVAIR intends to award this effort to Raytheon Systems Company (RSC), P.O. Box 11337, Tucson, AZ 85734-1337. Raytheon is the only company capable of performing this effort. Since 1994, RSC has been the sole developer, designer, and manufacturer for the Tomahawk All-Up-Round (AUR). RSC solely possesses the current configuration and manufacturing data for the Tactical Tomahawk missile. Raytheon currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Weapon System. They possess the required knowledge and documentation necessary to integrate new technologies into the AUR and assess the impacts to external interfaces. Because a detailed knowledge and expertise of the Tactical Tomahawk missile is required to conduct tasking under this contract, RSC is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.
