Description
The Naval Facilities Engineering Command Contracts Office (NAVFACCO), Port Hueneme, California has a requirement for the procurement and delivery of Navy Lighterage (NL) components in accordance with applicable Naval Facilities Command drawings and specifications. This effort will include the construction, coating, testing, inspection and delivery of the following components: 1000 Lb NAVMOOR Anchors; Onshore Mooring System Assemblies, including 1000 Lb NAVMOOR Anchors; Offshore Mooring System Assemblies, including 2000 Lb NAVMOOR Anchors; Rubber Fender Assemblies; 24-Inch Rope Cleat Assemblies; RO/RO Bumper Assemblies; R-1A Emergency Ramp Retraction Devices; Hinged Mast Components; J-Bar Davits; Relay Protection Rails; Scuttle Spring Mechanism Assemblies; and R-1A Ramp Components. The contractor shall provide the necessary resources, equipment, and facilities to meet performance, cost and schedule objectives in accomplishing these efforts. Bidders shall provide and maintain a quality system that adheres to the requirement of ISO 9003-1994, paragraph C.4.3.2. This procurement is a 100% competitive Small Business Set-Aside for all SBA regions. The primary North American Industrial Classification System (NAICS) Code is 332312; size standard 500 employees. A firm-fixed-price supply type contract using sealed bidding is anticipated. After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. When issued, the solicitation will be posted in the SWDIV E-Sol website at http://esol.navfac.navy.mil. The website is free and provides instructions for downloading the solicitation. Prospective bidders are responsible for downloading a copy of the solicitation and for monitoring this site for the release of any amendments. No telephone or fax requests for the solicitation will be accepted. An e-mail request to trasksm@cbchue.navfac.navy.mil will be accepted only in the event a bidder experiences problems downloading the solicitation from the E-Sol website. A solicitation notice will be advertised on the FedBizOpps to identify when the solicitation will be released. It is anticipated that the solicitation will be issued on or about 28 April 2003. In accordance with DFARS 252.204-7004, all firms must be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov prior to any award of a contract.
