- SOLICITATION N00024-03-R-5123 BIDDERS' QUESTIONS AND ANSWERS 3/24/03 Question 1: (Ref: Technical Data Package (TDP) for 5204574-6) 1587481 is on the "Baseline Drawing Status Report" but does not appear on the CD ROM. Answer 1: 1587481 is missing from the Technical Data Package that was provided and will be provided to all bidders on a CD-ROM entitled "Update to Aegis Director Technical Data Package, AEGIS MK 82 Director, 5204574-6". Question 2: (Ref: TDP for 5204574-6) 2907825 is missing. Drawing 5365257 note 5 references 2907825. Answer 2: Drawing 2907825 is typo error. It should be 2907625, Gearing Schematic. A Change Notice will be generated to change Note 5 on drawing number 5365257. Drawing number 2907625 is included in the original TDP provided on CD-ROM. Question 3: (Ref: TDP for 5204574-6) 5365225 is missing. Drawing 5204574-6 note 60 and 5974768 note 28 references 5365225. Answer 3: Drawing 5204574-6 Note 60 does not reference 5365225. It references TR 5365225 (Test Requirement) and is included in the original TDP provided on CD-ROM. Drawing 5974768 Note 28 should reference TR5365225 that is included in the original TDP provided on CD-ROM. A Change Notice will be generated to change to correct this discrepancy. Question 4: (Ref: TDP for 5204574-6) 5365260 is missing. Drawing 5204574-6 note 61 references 5365260. Answer 4: 5365260 is missing from the Technical Data Package that was provided and will be provided to all bidders on a CD-ROM entitled "Update to Aegis Director Technical Data Package, AEGIS MK 82 Director, 5204574-6". Please note that the baseline listing included on the TDP for 5204575-5 needs to be amended to add this document. Question 5: (Ref: TDP for 5204574-6) 5974803 is missing. Drawing 5204598 note 6, 5365257 note 10, 5974768 note 30, and 6736841 note 8 reference 5974803 Answer 5: Drawing 5204598 Note 6 does not reference 5974803. It references 2907825, which as stated in answer 2 above should be the gearing schematic 2907625 which is included in the original TDP provided on CD-ROM. A CN will be processed for this change. Drawings 5365257 Note 10, 5974768 Note 30, and 6736841 Note 8 do not reference 5974803. They reference TR5974803. Question 6: (Ref: TDP for 5204574-6) OD45550 is missing. Drawing 5974768 note 22 references OD45550. Answer 6: OD 45550, Application of Statistical Tolerances, is under SSP Program, Pittsfield, MA rev control and will be provided to all bidders on a CD-ROM entitled "Update to Aegis Director Technical Data Package, AEGIS MK 82 Director, 5204574-6". Please note that the baseline listing included on the TDP for 5204575-5 needs to be amended to add this document. Question 7: (Ref: TDP for 5204574-6) 6259625 rev G sheets 120 & 122 are missing. Answer 7: Sheets 120 and 122 will be provided to all bidders on a CD-ROM entitled "Update to Aegis Director Technical Data Package, AEGIS MK 82 Director, 5204574-6". Question 8: (Ref: TDP for 5204574-6) OD17552 rev 3 is missing sheet 7. Page iii lists page 7 but is unclear. Answer 8: OD17552 was examined on the original CD and original document. Page 7 is on the original CD. OD17552 does not contain page iii. Question 9: An update to the TDP for 5204574-6 that includes an "Indented Bill of Material" in a data file and a complete submission of all drawings at the appropriate revision levels was requested. To facilitate the review, any information such as listings was requested to be provided in a data file versus scanned files. Answer 9: The Navy considers the Technical Data Packages provided for 5204574-6 and 5204575-5, as clarified in the answers to the above listed questions, to be complete for this intended "build-to-print" procurement. Question 10: In addition, as part of the data package, a request was made for a complete listing of the Navy owned Special Tooling & Special Test Equipment that will be provided to the successful offeror. Such technical information will also be necessary to provide a complete assessment of the effort and proposal. Answer 10: Navy-owned Special Tooling & Special Test Equipment is not available. Question 11: After careful review of the data package, we have determined it to be incomplete and insufficient in it's organization and content to provide a proposal that would be deemed acceptable to the Navy.
