- Jacobs Sverdrup Technology, Inc. (Jacobs Sverdrup) plans to issue a Request for Quotation (RFQ) for engineering support in the area of thermal engineering in accordance with the following requirements: The successful bidder will provide a senior engineer who will act in a staff capacity and perform review of detailed thermal analysis reports, test reports, system designs and other deliverables from various sources. The candidate will also serve as a mentor to other engineers. Broad experience in system/component design, development, qualification and operation is desired. The work will cover a wide spectrum of projects, including microgravity materials science, advanced propulsion systems and launch vehicle systems, spacecraft and payloads, International Space Station, etc. A senior engineer (BS Degree, MS preferred) with a minimum of 15 years experience in thermal modeling, analysis, testing, and development of aerospace components and systems using classical analysis methods and finite element/finite difference based methods is required to staff this position. Familiarity with microgravity systems, space flight vehicles, ground support equipment, and rocket propulsion system components is desired. Experience with PATRAN, SINDA, TRASYS, Thermal Desktop or equivalent numerical analysis tools is required. Excellent communication skills are required. Task work is to be performed on site at MSFC. The subtask will require approximately full time support for the remainder of FY03 (date of award through September 30, 2003) with the potential for follow-on work in FY04. All work shall be performed on-site at MSFC unless otherwise noted. Jacobs Sverdrup intends to purchase these services from an organization such as an independent subcontractor, consultant or contract labor agency. Jacobs Sverdrup does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications (i.e., company background, individual resumes, etc.) to perform the effort in writing to the identified point of contact not later than 5:00 p.m. local time on April 1, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by Jacobs Sverdrup not to compete this proposed effort on a full and open competition basis, or to not proceed with any award, based upon responses to this notice, is solely within the discretion of Jacobs Sverdrup. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by Jacobs Sverdrup.
