Description
Combined Synopsis solicitation AFMETCAL Det1 1 at Heath OH intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of Standard Platinum Resistance Thermometers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subparts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written request for quotation (RFQ) will not be issued. It is the offeror's responsibility to monitor this site for the release of amendments (if any). The RFQ number is F33660-03-Q-0024 and should be reference on any offer submitted. The NAICS code is and the business size standard is 500 employees. This quotation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The requirement is for 20 each Standard Platinum Resistance Thermometers, Brand Name or Equal to any of the following part numbers: Rosemount P/N 162CG, Hart Scientific P/N 5698-25, Isotech P/N N.A. 670, or YSI P/N 8163 with commercial manual for operation/maintenance. Items offered shall be commercially available. The Standard Platinum Resistance Thermometer (SPRT), is a 4 wired, pure platinum, strain-free resistance thermometer, in a hermetically sealed, dry-air filled, quartz sheath; and is used as the Primary Standard instrument for interpolating the International Temperature Scale of 1990 (ITS-90). The SPRT shall meet the ITS-90 requirements for resistance ratios as follows: W(302.9146K)>or= 1.11807 and W(234.3156K)<or= 0.844235. The quartz sheath shall be at least 450 mm in length not counting its handle. This SPRT shall have a Triple Point of Water(0 degrees C) resistance reading of 25.5 +/- 0.5 ohms and shall have its resistance sensor wound from approximately 61 cm of 0.075 mm of platinum wire. The change in resistance shall approximately be 0.1 ohms for every 1 deg C of temperature change. The operating temperature range of the SPRT shall be from -189 to 660 degrees C. The drift rate of the SPRT shall be 0.006 degree C or less per 100 hours of use at maximum temperature. Immersion depth of the SPRT shall be at least 7 to 14 inches. The 4 lead wires coming out of the handle should be silver-plated and shall terminate in gold-plated spade lugs and shall be at least 2 m in length. The SPRTs shall come with one manual and a hinged, protective carrying case with handle for storage and transportation. Delivery is FOB destination to AFMETCAL Det1 1. Delivery shall start 30 days after receipt of notice of award with a minimum/maximum of 6-20 each every 30-calendar days, and continue at that rate until all units are delivered. The following clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, FAR 52.212-3, FAR 52.212-4 and FAR 52.212-5. All offeror's shall provide with their quotation, a copy of their commercial warranty, any descriptive literature, brochures, and/or adequate information to determine that the proposed item meets the above requirements. If other than one of the name brand items is offered, technical evaluation and approval of the proposed unit by AFMETCAL is required. Offerors of or equal items shall submit sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the proposed unit. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this request for quote. The offer must: (1) be for the items described above; (2) be FOB Destination to this agency; (3) include a delivery schedule and discount/payment terms; (4) include copy of commercial price list; (5) include name of and be signed by an authorized company representative along with telephone number and facsimile number; (6) include their taxpayer identification number (TIN), CAGE Code Number and DUNS Number. This will be a DO-A70 rated order. Offers are due by 18 Feb 03 at 4:00 PM EST to: Glenna Pound, AFMETCAL Det 1/MLK, 813 Irving-Wick Dr W, Bldg. 2, Heath OH 43056-6116. Facsimile submissions to 740-788-5157 are permissible with the follow-up of an original sent by mail. Any offer or modifications to the offer received after the exact time specified for receipt of offers/quotes may not be considered.
