- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 01-05. This procurement is a Total Set-Aside for Small Business in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System code (NAICS) is 113310 the size standard of which is $500,000 in annual receipts (Not to Exceed). DESCRIPTION: Roller Chopping at Avon Park Air Force Range 1. Description of Services. The contractor shall furnish all personnel, supplies, and equipment necessary to roller chop not more than 1000 acres of recently harvested pine plantations. Some areas may require more than a single pass; therefore, rolling the estimated 400 actual acres may equal an estimated 1000 chopped-acre passes. The areas to be roller chopped are located at the Avon Park Air Force Range. Maps will be provided. The work will consist of: Pla1.1. Roller-chopping the specified areas with tandem offset choppers. The choppers shall be the same size as Marden Manufacturing size M7 or larger or its equivalent, and they shall be filled 75 percent with water. The tractor shall be all-wheel drive and a minimum of 200 horsepower. 1.2. The contractor will make one to three passes through the designated areas. NOTE: Due to the density of the growth, the Forester in Charge shall determine how many passes are necessary to successfully prepare an area prior to completion and movement to a new location. 1.3. The contract will be for a maximum of a four month period, beginning 1 August 2003 and continuing through 30 November 2003. 1.4. The Forester will designate the working order of the areas to be roller chopped and shall be contacted either in person or by telephone prior to performing work under this contract. 2. General Information. Additionally, the following information applies to this contract: 2.1. The contractor shall take all reasonable and practical action to prevent and suppress forest fires in the areas where they're working. The contractor is responsible for the reimbursement of any fire suppression costs as a result of his negligence and/or willful acts. All fires shall be reported immediately to the Forester. 2.2. Trash and refuse resulting from the contractor's operation shall be removed and disposed of daily by the contractor. 2.3. Unexploded ordnance and unburned flares may exist within the contract areas. The contractor shall assume full responsibility for such property and shall discharge the Government from any and all damages directly and indirectly from such property. The contractor also agrees to hold the Government harmless from any and all claims arising therefrom or incident thereto. When found, these objects shall not be tampered with or removed. The contractor shall immediately report these findings to the Forester for proper identification and disposal. Prior to commencement of work all contract employees must attend an explosive ordnance disposal briefing. 2.4. All equipment or supplies belonging to the contractor shall be removed from the Avon Park Air Force Range within 10 days after the completion of work. 2.5. All environmentally sensitive areas shall be avoided by all of the contractor's operations. The Forester in charge will identify the boundaries of these sensitive areas prior to the initiation of work. DEADLINE: Offers are due on 07 April 2003 by 2:00PM EST., via email or fax.
