Description

The Government intends to solicit and negotiate on a sole source basis with Stephen Kibner, Pocasset, MA to provide the following service: 1. Labor and material to provide coordination of Vessel Operations for various on-the water activities necessary for the Stellwagen Bank National Marine Sanctuary (SBNMS) to conduct essential research, outreach and endorcement activities. Duties will include vessel ooperation and routine maintenance by a licensed, qualified and experienced boat pilot. Additionally, the contractor will provide liaison services between the SBNMS and the U.S. Coast Guard, First District. Est. 600 hours. 2. Support services, first mate and/or deck hand(s) to assist with routine operations, as well as emergency procedures. Est. 600 hours. Performance shall begin on or about April 28, 2003 and be completed by April 27, 2004, and includes three one year options. Delivery to be F.O. B. Destination to the NOAA SBNMS, 17 Edward Foster Road, Scituate, MA. Authority: 41 USC 253(c)(1). The FSC for this is R499 and the NAICS Code is 541990, small business size standard is $6.0 million. Stephen Kibner is the only know source capable of providing the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to provide the required system.
