- The Maritime Administration (MARAD) is conducting a Market Survey to identify potential business sources possessing the expertise, capabilities and experience necessary to meet the agency's requirement for ship management services for approximately sixty-five (65) vessels of MARAD's Ready Reserve Force (RRF). This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB) and is not to be construed as a commitment by the Government. The Government will not reimburse any contractor for any costs incurred as a result of participation in this survey. In addition, participation in this survey does not guarantee that your company will be able to participate in the resulting solicitation. The information provided will aid MARAD in the development of the acquisition strategy for this requirement, and will aid in the determination of any set-asides. This requirement is currently satisfied by 33 contracts with nine contractors; seven of which are small businesses. The current contracts expire April 28, 2005. Multiple contract awards are contemplated for the follow-on services. The following tentative schedule is provided for information only: ? Briefing Industry on Performance Based Service Contracting Acquisition Strategy - May/June 2003 ? Release of DRAFT Solicitation for comment - Jan 2004 ? Release Solicitation RFP -- Feb 2004 ? Preproposal Conference - Mar 2004 (3 wks after release solicitation RFP date) ? Technical and Cost Proposals -- Jun 2004 ? Oral Presentations (as applicable) -- Jul 2004 ? Site Visits -- Aug - Sep 2004 ? Revised Proposals (as applicable) -- Oct 2004 ? Award -- Feb 2005 ? Contract Performance -- Apr 2005 Interested business should review the attached Market Survey Information Package and respond accordingly. Responses to this Market Survey are due by 3:00 p.m. EDT April 30, 2003. MARKET SURVEY INFORMATION PACKAGE This package provides a brief synopsis of the anticipated requirement, including an abbreviated description of the required services, contemplated acquisition/award strategy, and known minimum mandatory requirements to date. Also included is a Microsoft Word form entitled "Ship Manager Contract Initial Survey Form" which is to be completed and returned in response to this market survey. This survey form contains several mandatory fields which are required to be completed. Interested firms are encouraged to provide as much information as possible in response to this market survey. Required Services: Ship Managers to maintain, activate, and operate approximately sixty-five (65) Ready Reserve Force (RRF) Vessels. Services to be provided include the day-to-day management, crewing, activation, safety, maintenance, supervision of repairs including overhauls, drydockings, and upgrades, and lay-up of the ships. All ships are classed by the American Bureau of Shipping (ABS). The ships are segregated (by class) into groups, with two or three ships per group. These ships are located at three National Defense Reserve Fleet (NDRF) locations: James River Reserve Fleet (JRRF), Ft. Eustis, VA; Beaumont Reserve Fleet (BRF), Beaumont, TX; and, Suisan Bay Reserve Fleet (SBRF), Benicia, CA as well as various outport locations within the continental United States (U.S.). Three (3) ships are outported in Japan. Multiple contract awards are contemplated. Contemplated Acquisition Strategy ? Award of multiple Performance-Based Award Term Contracts. ? Period of performance is expected to be up to 10 years with an initial base term of 4 years, followed by multiple two year options to be exercised based upon contractors' performance. All contracts are subject to a continued program requirement and availability of continued funding. ? Initial awards will be limited to no more than twelve (12) ships per Ship Manager. ? Awards based on best value to the government consortium, considering offeror's technical ability (e.g., technical expertise, management capability) price, and past performance. ? Offerors are advised that the RFP, Performance Work Statement, exhibits and attachments for this acquisition are expected to only be available electronically. Paper copies of these documents will not be provided. Offerors will be required to submit technical and management information via electronic means; may be asked to provide an oral technical and management proposal; may be subject to a pre-award survey; and will provide a detailed cost proposal via electronic means to be defined in the request for proposals (RFP). Anticipated Minimum Mandatory Requirements ? Offerors may be required to meet certain citizenship requirements (see 46 CFR Part 355). If the requirements of 46 CFR Part 355 apply, n the offeror, if a sole proprietor, would be a U.S. citizen; n Firms with any other organizational structures (corporation, partnership, limited liability company, joint venture, etc.) would be organized under the laws of the U.S. or a state, district, territory, or possession thereof; and n The controlling interest of any such organization would be by U.S. citizen(s). ? Offerors must operators or owner/operators, within the past five years, of one or more self-propelled vessels or Integrated Tug/Barge in International trade, of at least 450 feet length overall or with a minimum capacity of 7,500 deadweight tonnage (DWT), or, for tankers, of at least 25,000 DWT. Prior to award, successful offerors must possess a valid Document of Compliance (DOC) for Shorebased Management and at least one owned or operated ship must possess an ISM Safety Management Certificate. Offerors will be provided in the solicitation the projected DOD readiness requirements for these ships. ? Offerors must have an accounting/purchasing system capable of conforming to the stated requirements to be defined in the solicitation. Awardees will undergo a review to determine and/or ensure conformance.
