- Description
- NASA/MSFC has a requirement for Next Generation Launch Technologies (NGLT) Program, which will develop technologies to enable development decisions on future launch systems that can support the Nation?s space transportation requirements, has a requirement for an independent External Program Review Team (ExPRT) to provide senior-level assessment and recommendations and an annual Independent Implementation Review (IIR) of the Program?s state. NASA/MSFC intends to purchase the items from the following individuals that have been identified as experts within the aerospace industry and will be issued separate sole source acquisitions under simplified acquisition procedures, as a member of the ExPRT team for a base period of performance for 6 months and an option period of performance for 1 year. Mr. Tony Spear (expertise in deep space telecommunications systems, microwave radars, space synthetic aperture imager, orbiter imaging radar, deep space robotic missions); Mr. Mel Eisman (expertise in combined government and industry space systems cost analysis experience); Mr. Donald P. Pettit (retired Air Force Brigadier General, Commander, 45th Space Wing, Patrick Air Force Base, Florida, with responsibility for all launch operations (civil, commercial, and DoD) on the Eastern Range); Mr. Jim Mattice (over 38 years of experience involving conduct of in-house laboratory research and leadership in all aspects of basic research, exploratory, advanced development, manufacturing technology and executive development programs and is internationally recognized for his accomplishments as a research and development organization leader, corporate strategic planner, international cooperative program planner and inter-service, inter-agency collaborative policy/program facilitator); Mr. John Cox (Flight Operations Directorate Flight Crew Training Manager, Shuttle Program Flight Director, Space Station Program Director of Utilization and Operations and Space Station Freedom Program manager - one of the few individuals who has worked on NASA?s premier Human Space Flight programs; Apollo, Skylab, Shuttle, and Space Station Freedom); Mr. John Cassanto (President and CEO, of Instrumentation Technology Associates, (ITA) Inc, a company committed to space commercialization and developing low-cost standardized flight hardware for Space Shuttle flight experiments and materials processing); Mr. Joe Nieberding (NASA independent review team for the Integrated Space Transportation Plan (ISTP) and the Space Launch Initiative (SLI) Program. Chaired, for GSFC and JPL senior Center management, the independent Red Teams for seven NASA missions on Atlas, Delta, and Pegasus); and Mr. John Hawley, retired USAF Major-General (Senior-level, award-winning, military force modernization expert with 30 years of hands-on experience in flight operations, government acquisition and operational requirements management). The Government intends to acquire this under simplied acquisition procedures. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 09, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
