MULTI-MEDIA PRESENTATION SYSTEM INSTALLATION and MAINTENANCE Office of Personnel Management Western Management Development Center Statement of Work I. Background The Western Management Development Center, (WMDC), provides residential executive education for senior career officials of the federal government. WMDC's programs use a wide variety of adult learning approaches that require a full complement of electronic audio visual and networked computer systems in the classrooms. II. Purpose The purpose of this procurement is to obtain a turnkey multi-media equipment system installation with continuing maintenance support in a new classroom under construction/renovation located at: Western Management Development Center Cherry Creek Place III 3151 South Vaughn Way Suite 300 Aurora, Colorado 80014-3513 III. General Procurement This procurement will result in the award of a firm, fixed price purchase order. Please provide a technical proposal consistent with the criteria shown below, three performance references, and cost quotes consisting of a breakdown of the cost of materials, labor/installation costs, and total costs. Technical ability to perform the installation will be evaluated based on: Appropriateness/Suitability of the Multi-media Equipment , Understanding the Requirement, Experience and past performance, and Qualifications of Key Personnel Prices will be evaluated based on total price proposed. This procurement will be conducted using simplified acquisition procedures in Part 13 of the Federal Acquisition Regulation. This procurement will be conducted as a Small Business Set-Aside. The North American Industry Code (NAIC) for this procurement is 541990. The size threshold for determining a small business for this NAIC is a company that has gross annual average sales of less than $6 million for the preceding three years. WMDC will not consider any offer exceeding $100,000.00 in total project cost for installation and one year of maintenance. WMDC will select a contractor whose offer provides the best value to the government, considering primarily technical factors and secondarily, price. The award may be made without discussion. IV. Scope of Work/ General System Requirements The classroom requiring the installation of the system uses a movable partition and can be divided into two smaller rooms. Independent visual display and audio playback capability is required for two areas when the room is divided and for the entire room as one system when the partition is opened . The classroom will be equipped with LCD projectors for graphic and video display. Two television monitors are also required to simultaneously display selected video and computer graphic images. Local power will be provided in the ceiling for the projectors. Ceiling mounted speakers and a cabinet or floor sub-wooer systems are required for audio amplification and sound re-enforcement. System hardware must be housed in an appropriate equipment enclosure that facilitates maintenance of individual components. Shelf space for a permanently installed, WMDC furnished tower computer, 15" monitor, keyboard and mouse shall be provided in the enclosure. Support equipment provided by the offeror in the enclosure must include a DVD player, VHS VCR, audio cassette player, CD player, four wireless lavalier microphones, two wireless hand held microphones, audio mixing and amplification systems and a cable television demodulators. An easy to use wireless remote control system shall be included to control projector inputs, lights, audio sources and output levels. Four wall mounted interface panels are required for connecting auxiliary video, audio, and laptop computers. Panels must be placed on the front wall and side wall of each projection area near the instructor podium. WMDC must approve the location of equipment enclosures and interface panels prior to installation. Any additional equipment, cables, connectors, power strips, components, hardware and other parts necessary to install complete "turn key" systems shall be provided by the offeror. Attachment "A" lists major equipment component examples for these systems. Offeror must propose a system using components listed in the example list or provide equal or better alternative components.. V. Minimum Requirements and Specifications Offeror must provide Line item pricing of all equipment. Identification and GSA schedule pricing where applicable. One year parts and labor warranty by for the system and all of its components. On-site service within 24 hours of reported failure with loaner equipment provided as necessary to support continuity of operation. Detailed offering option for continuing maintenance contract in out years two through four. Statement listing the number of persons and experience of the technical staff. References for at least three successful projects of similar size and scope completed within the last year. Details of manufacturers warranty provided for all system components. Complete wiring diagrams & labeling of all cables, connectors and panels. Representative drawings for all cabinetry to include elevation drawings showing equipment locations. Drawings of patch panels and interface panels. No exposed cabling, conduit or surface mount wire mold is allowable for routing of cables except between wall panel and cabinet. Easily accessed wall mounted interface panels with VGA type connectors, BNC composite video and audio connectors. Wiring harness must allow for removal of individual components without moving the cabinet. Wireless remote system must control projector video inputs, audio inputs and levels, room lighting. Control Panel layout must be approved by WMDC prior to installation.. Three hours system operation training for WMDC staff members must be provided by offeror. Any and all cables, additional components, connectors, adapters and any other equipment necessary to complete the turnkey installation. VI. Primary System Component Minimum Specifications. Projector 1. Permanently mounted in ceiling. 2. Three panel LCD with minimum brightness of 3000 ANSI lumens 3. Resolution capable of displaying native 1024X768 XGA uncompressed signal and compressed SXGA, SVGA, VGA signals. 4. Input ready for 2 computer sources, IBM and MAC compatible and composite video, component video, and S-video sources. 5. Keystone correction capable of producing a corrected image on provided screens from a ceiling mount. 6. Auto-adjusting inputs for optimized synchronous display without external adjustment and auto-sizing of composite video, SXGA, SVGA and VGA images. 7. 1000 hour rated lamp 8. RS232 or other built in external remote control capability. 9. 550:1 contrast ratio 10. Display capable of 4:3 and 16:9 aspect ratio Video TV/Monitors 1. Wall or ceiling mounted, minimum 32" viewable diagonal display, 2. Display capable of XGA, SXGA, VGA MAC computer signal 3. Display capable of composite, component, and S-video signal Video Components 1. System Switcher capable of routing video and RGB signal to projector addressable by wireless remote control system. Two auxiliary video inputs are required in addition to inputs for system equipment. 2. 300Mhz bandwidth on all RGB switchers, amplifiers and cables. 3. VHS VCR controllable by wireless remote system. 4. DVD addressable by wireless remote control. Audio Support Equipment 1. Diversity wireless microphone system operating in UHF band employing a minimum of one hundred thirty user selectable channels and requiring only two antennae for a four microphone system. 2. Amplifier must have balanced inputs and two channel stereo/mono switched outputs rated @ 35W/channel avg. into 8ohms, THD 0.05%, Freq. Response +/- 0.1db. 20Hz-20Khz @ 1watt into 8ohms. 3. Mixers must have balanced inputs and outputs, front panel output metering, Mike-line switchable inputs, switchable limiters for each input and phantom power. Wireless Remote Control system 1. Rf wireless system programmable controller with hand held tactile membrane or soft touch control panel. 2. Unit must be capable of controlling data projector inputs, lights, video tape transports, audio tape transports, CD and DVD player transports and PA volume levels. 3. Unit must be capable of future re-configuration to accommodate additional or replacement components. Control panel layout must be approved by WMDC prior to installation. VII. On-Site Facility Tour (Optional - by appointment only) The facility may be inspected by interested parties by appointment only. Please contact Mr. Larry Boyer at (303)-671-1010 to set up such an appointment. No additional questions will be entertained nor answered during this site visit. VIII. Proposal Submission Evaluation and Award. Technical Proposals The offeror shall provide one (1) original and three (3) copies of the technical proposal separate from the price proposal. Include a hardware list without pricing in the Technical proposal that is otherwise identical to the list provided in the Pricing proposal. The proposal must include three performance references. Technical ability to perform the installation will be evaluated based on conformance to specifications, past performance and experience in installing multi-media systems. Prices will be evaluated based on total prices proposed, including options. The Government shall select a contractor whose offer provides the best value to the Government, considering primarily technical factors and price. The Government reserves the right to make an award without discussion. (a) Appropriateness/Suitability of the Multi-media Equipment Proposed: Provide a list of the hardware selected together with the rationale for the equipment proposed if a brand name other than the one specified is to be used to meet the Government's requirement. Add any additional items that you believe are necessary to complete the installation. (b) Understanding the Requirement: A technical description of the offeror's approach to acquiring the necessary components and the process by which the system is to be installed and integrated. (c) Experience and past performance: Describe the company's past experience in performing efforts of a similar nature and complexity. Provide a description of no more than five (5) previous efforts installing multi-media systems together with the names, phone numbers, and address of individuals that can be contacted to verify the work performed and evaluate the quality of the work performed. No more than three (3) years may have elapsed since the completion of the efforts. (d) Qualifications of Key Personnel: List the qualifications of the key personnel to be assigned the task of installing and integrating the equipment. Clearly list, as part of the technical proposal, any technical deviations or exceptions being taken to the terms and conditions of the proposed contract or other elements of this solicitation. Price Proposals The offeror shall provide one (1) original and one (1) copy of the price proposal. The price proposal must be separately bound and include the prices for the components listed in Section B. The offeror must also provide any additional costs necessary to provide the warranty required and the hours and hourly rate and any other direct and/or indirect costs associated with the installation and integration of the multi-media system. We encourage offerors to obtain the required multi-media equipment from Federal Supply Schedule contractors. If selected, the Government shall make a Responsibility Determination regarding the Contractor's company. To support this, we request that you furnish, as part of your cost proposal, a copy of your most recent annual financial statements. Offerors should provide all information deemed relevant to their proposal and in demonstrating their ability to perform the requirement from a financial point of view if awarded the subject contract. The Western Management Development Center will select a contractor whose offer provides the best value to the government, considering primarily technical factors and secondarily, price.
