- Offerors are requested to submit technical and price proposals for the requirement outlined below by 7 April 2003 (1600 hrs). Proposals are to be sent to Mr K Mills, Deputy Purchasing & Contracting Officer (mills@saclant.nato.int or Fax. No. 757-445-3525). Electronic and Faxed submissions are acceptable. However, such submissions must be followed up with an original signed copy of the proposal on company letterhead. Technical point of contact is Mr F R H Bacon, ACLANT SYSTEMS SUPPORT CENTER, Senior Engineer, Communications Engineering Section (CES), AN-651. Tel: (757) 445-3755/3488 STATEMENT OF WORK – CONTRACTOR SUPPORT TO HQ SACLANT, COMMUNICATIONS ENGINEERING SECTION DATED: MARCH 25, 2003 1. The services required of the Contractor consist of: a. On a continuing basis, review all trunk paths, G3I, Audix and Call Accounting (CAS) systems for alarms/abnormalities. Investigate causes and either clear troubles or refer to appropriate company and/or command for clearance or action. Examples: SHED modem locking up trunks; IVSN interface problems; locking up DSN/IVSN outbound trunks; replacement of cards or ports by AVAYA Technician if defective. b. On a continuing basis analyze traffic, usage and cost data; determine whether changes are trends or one-time events (e.g. exercises), and take appropriate action. This would include establishment of new route patterns, better utilization of existing trunk groups, discontinuance of unused trunks/telephones. Examples: spillover of local (no cost) calls to route via Navy Definity; establishment of new trunk group between SACLANT and JFCOM PBX’s. c. As required, install/move/change telephones for SACLANT users. This would include name changes, relocations, installation of new telephone and number, additions and changes to Audix (voice mail) system and CAS system. Maintain cable, port and terminal block assignment records; provide information and perform cross-connection work required in NH-95, NH-31 and NH-28. d. On a monthly basis, prepare and review G3I, Audix and CAS reports for use by ASSC personnel. Review and analyze trends to determine reasons/causes of deviations and take appropriate action to resolve discrepancies or refer to ASSC personnel. Examples: CAS long distance printout for HC-822; expensive calls review; long duration calls review; possible abuses or fraud - as occurred from outside sources. e. Review and analyze monthly bills from Cavalier, Verizon, MCI and DITCO to determine abnormalities/trends. Determine any problems and either resolve or refer to appropriate company for clearance or resolution. Examples:FTS billing problems; Cavalier billing/routing problems; initiating new form for certification of Collect Calls to SACLANT extensions. f. Monitor BELLCOR Internet site and other publications for proposed changes or additions of Number-Plan-Area (NPA) codes and proposed effective dates. As required, executes software changes in G3I and CAS systems to reflect changes/additions and route calls via most cost effective trunk group and service available. Examples: new 757 NPA to replace 804 area code for local area; other new NPA codes throughout CONUS, Canada, VI, Guam, etc and whether they are accessible via FTS or should be rerouted via Cavalier. g. Monitor service and prepare periodic reports for ASSC reflecting current usage versus capacity of G3I system, telephone sets, connecting blocks, DID numbers etc. Make recommendations at ASSC as necessary for additional equipment or changes in operations to address needs in most cost effective manner. Example: additional cross connection blocks for accessing station ports. h. Continually monitor the efficiency of backup procedures and backup disc/tapes for CAS, Audix and Definity systems. i. Respond to SACLANT user inquiries regarding use and operation of telephone system, voice mail system, dialing instructions etc. Provide instructions either by phone or if necessary, by personal visit. Work with users to meet unique requirements. Examples: creation of broadcast mailbox; arrange restricted off-premises calling for unique remote access/authorization codes. j. Respond to SACLANT inquiries regarding system technical capabilities, configurations, equipment or service needs. This would include contacting appropriate technical support personnel at either Cavalier or AVAYA Technologies to investigate technical capabilities, contract requirements, estimated cost data etc, Examples: responding to questions from ASSC/CES, HC-06 Plans & Policy and Operations with respect to exercise support, contingency planning circuit availability. k. As required coordinate management and administration activities with Cavalier, AVAYA Technologies with respect to monitoring, maintenance and modifications to the G3I system, confirmation of maintenance contract items, repair responses and ensuring the general health of the system. l. Provide OJT to the G3I system manager on the above activities and also on the establishment of route patterns, utilization of “flex fields” unique trunk configuration interfaces, assignments of authorization codes, unique hunt groups, unique applications of the software services. m. Provide OJT to the CAS system administrator on the complete auditing and accounting procedures, billing and verification of costs, comparison of bills with calling records, preparation of reports, etc. n. As directed, coordinate the connection and integration of the Definity G3I to the NATO CORE SWITCH with the establishment of new trunk groups and new route patterns. o. Contractor must be fully conversant with the NATO INITIAL Voice SWITCHED Network (IVSN), network in dial/network out dial (NID/NOD) interfaces which provide NATO telephone services through the Definity G3I. p. Assist Staff Telephone Officer in the distribution and control of HQ SACLANT owned cell phones, pagers, and telephone credit cards. q. All work is to be performed on site. r. Contractor must be prepared to respond to emergencies that may arise during public holidays, weekends and out of normal working hours. s. Security The CONTRACTOR must possess a NATO Secret clearance or national equivalent to be able to work unescorted. The contractor will be responsible for obtaining security clearances for all contractor representatives working in support of this Statement of Work and for coordinating access to NATO facilities. The contractor represents that it shall comply with all local, host nation and NATO security provisions and other policies and procedures as required. Contractor shall note that there are security restrictions regarding the carriage and use of electronic devices (e.g., laptops and cell phones) in the ACLANT work area. The contractor shall be responsible for satisfying necessary clearance from the ACLANT Security Office before bringing any such device into the ACLANT work environment. t. Period of Performance The services called for under this Statement of Work shall commence on May 1, 2003 through December 31, 2003. There shall be three one-year renewable option periods, which may be exercised at the discretion of HQ SACLANT. u. Level of Effort It is estimated that the annual level of effort necessary to support this requirement will be 750 hours. Labor hours shall not be exceeded without prior written amendment by the SACLANT contracting officer. v. Tel: (757) 445-3755 w. Equipment, Tools and Supplies HQ SACLANT shall provide all necessary working space, ADP equipment, tools and/or supplies for work to be performed in support of the contract. x. Contract Modifications The SACLANT Contracting Officer is the only person with contract authority. All contract changes/modifications shall be valid only if changed/modified in writing by the Contracting Officer. y. Reporting The Contractor shall report to, and receive guidance from, the Contracting Officer’s Technical Representative (COTR) during the execution of this Statement of Work. A monthly written report of activity accomplished (not to exceed two pages), together with an itemized summary of actual expenditure of hours will be provided as an enclosure to the submission of invoices. All invoices shall include Purchase Order number, period covered, date of invoice, remaining account balance and must be reviewed and approved by the COTR who will verify each invoice.
