Description
The U.S. Coast Guard has decided not to set aside this acquisition for HUBZone concerns because not enough HUBZone certified business concerns complied with the requirements of the sources sought synopsis to promote competition. The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock and repair of the USCGC CIMARRON (WLR 65502), a 65 Foot ?B? Class River Buoy Tender and 130 Foot Barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. A Request for Quotes (RFQ) will be issued on or about 14 April 2003 with quotes due on or about 13 May 2003. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to smartinez@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. The Home pier of the vessel is Buchanan, TN. The vessel is GEOGRAPHICALLY RESTRICTED to the Western Rivers of the United States. The ?Western Rivers? means the navigable portion of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of the Coast Guard Aids to navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the Western Rivers, but specially excluded unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. All work will be performed at the contractor's facility. The performance period is fifty- four (54) calendar days beginning on or about June 03, 2003. The contractor shall provide all labor, equipment necessary to perform drydock repairs to the USCGC CIMARRON including but not limited to the following Base and Option Items: (1) Welding, (2) Modify Barge Side Shell Plating, (3) Remove, and Install Propeller Shaft, (4) Fabricate Shafts, (5) Renew Water-Lubricated Shaft Bearing, (6) Renew Shaft Strut Barrel, (7) Remove, Inspect, and Reinstall Propeller, (8) Perform Minor Repairs and Reconditioning of Propeller, (9) Clean and Test Grid Coolers, (10) Upgrade Ship Service Diesel Generators, (11) Upgrade Power and Lighting System, (12) Upgrade Engine Room Ventilation System, (13) Overhaul and Renew Valves, (14) Remove, Inspect, and reinstall rudder assemblies, (15) Rebuild Rudder Stock, (16) Renew Rudder Lower Bearing Trunk, (17) Renew Upper Bearing Housing and Upper Bearing Housing Support, (18) Preserve Spud and Spud Well on Tender and Barge, (19) Install New Tender/barge Interface System, (20) Overhaul Air Capstan, (21) Fabricate and Install New Sewage Tank, (22) Preserve Barge Buoy Deck, (23) Preserve Underwater Body, (24) Provide Temporary Berthing and Messing, (25) Provide Temporary Logistics (26) Routine Drydocking. Funds are available for this procurement. This procurement is 100% Small Business Set Aside. Plans and specifications will be issued on or about April 14, 2003.
