Description
The USDA Forest Service, Lake Tahoe Basin Management Unit, is seeking professional architectural and engineering services to design a new Interpretive Center at the existing Taylor Creek Visitor Center complex. These services include architectural, landscape architectural, civil engineering, electrical, mechanical, and interpretive exhibit design. Project components include: thematic design development; development of conceptual design alternatives; technical design and interpretive development; final design and preparation of construction documents including drawings in CAD format, and specifications and cost estimates. Selected contractor will be responsible for obtaining necessary permits and complying with Lake Tahoe Basin planning requirements. Project consists of the design of the Taylor Creek Interpretive Center facility, access walkways, drainage and BMP upgrades, and landscaping. The project will utilize the existing roadway, parking lot, and utilities, including electrical, sewer, and water systems. The existing complex was originally built in the 1960?s and was recently upgraded to meet current environmental and ADA requirements. The existing complex includes an access road, 120-space parking lot, a small information center and public restroom building, outdoor exhibits and patio areas, 800-seat amphitheater, self-guided nature trails, and an underground stream-viewing chamber. Approximately 400,000 visitors currently use the site each season. The size of the proposed facility is approximately 12,000 sq. ft. The budget for the project is $6,000,000 and includes all costs including facility construction, exhibit fabrication and installation, site work, contract administration, and change orders. The general concept includes using building scale and massing appropriate to the site, using natural and local materials where appropriate, employing colors that complement local vegetation, soils, and rocks, and integrating design with interpretive themes. All electronic files, cad or otherwise, shall become the property of the Forest Service. All interested firms shall submit three copies of SF-254 and SF-255 to the USDA Forest Service, Eldorado National Forest, Acquisitions, 100 Forni Road, Placerville, CA 95667 ATTN: Carrol Jagger, no later than close of business (4:30 pm) on 04/25/03. The NAICS for this solicitation is 541310, with a small business size of $4.0 million average annual income. The prime contractor shall perform 50% of the work under the resultant contract. No preliminary design work is requested. Firms will be evaluated on the following factors: (1) Professional qualifications necessary for satisfactory performance of the required services including: architectural; landscape architectural; mechanical, electrical, structural, civil engineering; interpretive site/facility development, interpretive exhibit design. Evaluation will be based on experience and qualifications of proposed key personnel including specialized technical skills, project coordination, management skills, and experience together working as a team (25 points). (2) Specialized experience and technical competence in the type of design work required: examples of interpretive facility design and development including integration of interpretive themes and exhibits; examples of facility design solutions that successfully incorporate vernacular architecture; familiarity, understanding, and application of USDA Forest Service Built Image Environment Guide; and examples of natural history focused interpretive facility/nature center development; evaluation will be based on direct experience related to the above (40 points). (3) Capacity to accomplish the work in the required performance time; evaluation will be based on ability to accomplish multiple work tasks, completion within performance time, ability to add personnel and/or consultants to complete work on time (15 points). (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, compliance with performance schedules, and satisfactory achievement of project objective; evaluation will be based on demonstrated cost control for previous projects, success of designs, latent defects related to designs, and overall client satisfaction with project, including adherence to project schedule (20 points). In order to receive maximum considerations, interested firms should address the evaluation criteria individually including samples of previous work.
