Description
This si the first of two Sources Sought Notices requesting information needed by teh Government prior to release of any potential solicitation. Please read this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for proposal and in no way obligates the Government to award a contract. The United States Department of Agriculture (USDA), Natural Resources Conservation Service, is seeking sources capable of providing Soil Conservation Technical Services to private landowners throughout the State of Georgia to include basic conservaiton planning services, field investigation and topographic surveys, inventories of soils, livestock, water resources, cllelction of data for planning, design and construction of soil and water conservation practices. The services include preparing designs of conservation practices, providing construction quality assurance during construction of these conservation practices and checkout when practices are completed and annual followup as required. The services provided include explaining applicable USDA NRCS programs and working cooperatively with local Conservation District staff and other partner agencies, providing conservation information activities and promoting conservation efforts with individuals and groups in the local ara. Currently the NRCS is performing these services with Government personnel. It is intended to perform a cost comparison, pursuant to OMB Circular A-76, inconjunction with all other applicable USDA and Government acquisition regulations. The requirement will fall under the NAICS Code 541990. If your are interested in competing for this requirement, please indicate your interest by sending an e-mail to Carolyn Adams at carolyn.adams@ga.usda.gov no later than april 11, 2003. All valid e-mail responses from prospective offerors must provide the return e-mail address, mailing address, telephone numlber, and facsimile number in the body of the response. Please includa a brief description of your qualifications and capacity to perform this work. Responses without the aforementioned information will not be recognized as valid. In addition, to assist in the planning of acquisition strategy, please respond to the following questions: (1) For North American Industry Classisication System (NAICS) Code 541990, is your busienss a large or small business (average annual sales for three years of less than $5,000,000)? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT NOTICE WILL NOT BE ACCEPTED. The solicitaiton(s) will be made available on the Federal Business Opportunities site when released. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that solicitation(s) will be released in May 2003. It is recommended that you respond to this notice, including all of the information above. It is the responder's responsibility to provide an e-mail address that is current and valid throught the time of notification. Any expected or actual changes to this address should immediately be sent via e-mail to the Contracting Officer. The Government is no responsible for inability to deliver e-mail.
