Description
This is the second of three Sources Sought Notices requesting information needed by the Government prior to release of any potential solicitation. The first sources sought notice for this requirement was published in the Federal Business Opportunities (FBO) on January 24, 2003, under Solicitation Number RFP-NHQ-03-004 which is applicable herein. Please read this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for proposal and in no way obligates the Government to award a contract. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) is seeking sources capable of providing a wide array of geospatial related technology services at its National Cartography and Geospatial Center (NCGC) in Ft. Worth, Texas, to support agency employees as well as other federal and state agencies and conservation partners located throughout the United States. Since the first Sources Sought Notice, the scope of the cartography and mapping functions has been expanded to include the full array of services that are currently being provided by NCGC. These additional services include geospatial data development, access and distribution; soil survey publication and imagery support; natural resource data collection support for the National Resources Inventory program; remote sensing; GPS; and training. NRCS intends to perform a cost comparison, pursuant to OMB Circular A-76, in order to determine the most cost-effective service provider. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. If a contractor is selected as the service provider, an award will be made in accordance with OMB Circular A-76 and all other applicable USDA and Government acquisition regulations. The requirement falls under the NAICS code 541370, Surveying and Mapping (except Geophysical) Services. If you are interested in competing for this requirement and you did not respond to the first sources sought notice, please indicate your interest by sending an e-mail (only) to Alan Browder at abrowder@ftw.nrcs.usda.gov NO LATER THAN APRIL 11, 2003. IF YOU RESPONDED TO THE FIRST SOURCES SOUGHT NOTICE, IT IS NOT NECESSARY THAT YOU RESPOND AGAIN. All valid e-mail responses from prospective offerors must provide the return e-mail address, mailing address, telephone number and facsimile number in the body of the response. Responses without the aforementioned information will not be recognized as valid. In addition, to assist in the planning of acquisition strategy, please respond to the following questions: (1) For North American Industry Classification System (NAICS) code 541370, is your business a large or small business? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT WILL NOT BE ACCEPTED. The solicitation will be made available on the internet when it is released. The specific URL is not available at this time. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that a solicitation may be released approximately September 2003. It is recommended that you respond to this notice, including all of the information above. It is the responder?s responsibility to provide an e-mail address that is current and valid through the time of notification. Any expected or actual changes to this address should immediately be sent via e-mail to the Contracting Officer citing Solicitation No. RFP-NHQ-03-004. The Government is not responsible for inability to deliver e-mail. All sources that request to be notified will be considered by the agency and will be informed via e-mail.
