- The Natural Resources Conservation Service (NRCS) is planning a Direct Conversion with Cost Comparison Study of soil conservation technical services in the NRCS offices in Cabarrus, Duplin, Johnston, Mecklenburg, and Sampson Counties, North Carolina. These services are currently provided by Government personnel. Major components of this work include: assisting in the preparation of formal conservation plans in accordance with the National Planning Procedures Handbook (NPPH), the Field Office Technical Guide (FOTG), and all associated manuals and handbooks that support these documents; assisting with preparation of contracts for program funding, contract modifications, contract payment applications, and supporting documentation; assisting landowners with the design, layout, and inspection of completed conservation practices; documenting practice application according to policy and procedure; coordinating activities and working cooperatively with Landowners, local NRCS field office staff, local conservation districts, other Federal, State, and local units of Government, private groups and organizations, and local partner agencies; and maintaining documentation to ensure technical quality and reporting/data entry in the Performance and Results Measurement System (PRMS). An effective knowledge of engineering design, surveying, and computer use is required to fulfill the duties of these positions. This is not a request for proposal and in no way obligates the Government to award a contract. Prospective offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance of Government personnel. The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific, and Technical Services.
