- The National Institute of Standards and Technology (NIST) Physical and Chemical Properties division (PCPD) of the Chemical Science and Technology Laboratory has a requirement of Mass spectra assessment services. Offerors must demonstrate their qualifications, expertise, and experience in mass spectra analysis. The services shall require assessment of the quality of reported mass spectra using the structure of the compound and known good quality spectra of similar compounds. The correlation of mass spectra to initial chemical structure cannot be done using computer tools today. It requires a good deal of experience in examining good and bad spectra. The minimum requirements for vendors are a degree in chemistry and at least two years of experience analyzing mass spectra data for the purpose of finding errors and confirming structure/ spectral consistency. Experience with routine mass spectra analysis is not sufficient for this purpose. Published papers showing research in correlating spectra to structure or documented prior experience with such correlations must be provided. The vendor must have demonstrated the ability to evaluate large quantities of Mass Spectral data finding errors due to common mistakes such as saturation, column degradation, , compound misidentification or transcription. This ability must be demonstrated by evidence of large mass spectral evaluations in public literature or commercial databases that are available for examination at NIST. A detailed Statement of Work (SOW) will be available in the solicitation package. The period of performance will be twelve (12) months from the date of contract award, with the option to extend for four (4) 12-month periods. This is a small business set aside requirement with a NAICS code of 541990 and a size standard of $6.0 million. All responsible sources may submit a proposal, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at http://www.fedbizops.gov. The solicitation is anticipated for release to the vendor community on or about April 27, 2003 and will only be available on FEDBIZOPS at the above website. Potential offers are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored and no bidder lists will be maintained.
