Description

The National Institute of Standards and Technology (NIST) intends to negotiate with Positive Light on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the purchase of a Ti:Sapphire pulsed laser amplifier system. The continued improvements required for NIST's femtosecond (fs) Terahertz laser system to obtain higher system stability, reduced warm-up time, lower maintenance time and cost, improved infrared stability and increased broadband THz sensitivity require a solid-state <30 fs pulsed laser source. The only laser amplifier system known to NIST that can meet the most important specification of <30 fs pulse duration is the Sub-30 femtosecond Ti:Sapphire regenerative amplifier system with pulse stretcher and compressor from the company, Positive Light. Therefore, Positive Light is the only responsible source and is uniquely qualified to fulfill this requirement. The delivery time for this requirement is 60-90 days after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order utilizing Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by April 7, 2003. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 334516 with a small business size standard of 500 employees. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
