Description

The National Institute of Standards and Technology (NIST) intends to negotiate with Bruker Daltonics, Incorporated on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the upgrade of an existing Bruker Reflex II instrument. The upgrade shall include the following: a Tiltable Reflectron Detector for Reflex II/III, 2 GHz digitizer with Ethernet connection to existing data system, Ni Coated Reflectron Grid with mounting/assembly, "TADS" electronics to allow "Sum only" control of instrument, and labor/installation. Bruker Daltonics is the manufacturer of the existing Bruker Reflex II instrument that is to be upgraded. Only Bruker Daltonics has the experience, product knowledge and access to propriety information pertaining to the instrumentation being upgraded to supply the complete package. The items must be procured and installed as one to ensure proper functioning. The delivery time for this requirement is 2-3 months after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order utilizing Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by April 1, 2003. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 334516 with a small business size standard of 500 employees. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
