Description
This announcement is to inform industry of the intent of the FAA to = contract on a single source basis. FAA intends to award a single source co= ntract to JVN Communications, INC. to provide engineering products and serv= ices supporting the FAA Interfacility and Radar Simulator (FIRS) product pr= eviously developed by JVN and procured by the Government. It has been dete= rmined that it is in the best interest of the Government to acquire these e= ngineering support services on a single source basis for the following reas= ons: The FIRS tool is a large, complex integrated system of hardware and s= oftware that has been developed over the past 13 years by JVN Communication= s, INC. This system has been developed, maintained, and enhanced by JVN to= meet the unique requirements of FAA research and development activities. T= his contract must continue without interruption, providing our customers in= cluding other organizations within and outside of the FAA, with needed serv= ices to continually research ways in which to improve the current Air Traff= ic Control (ATC) System. The FIRS tool is used on many FAA systems. JVN C= ommunications, INC is the only source available to enhance, maintain, and m= ake necessary changes to the FIRS family of products. Engineering support= for FIRS tools requires a thorough knowledge of the existing FIRS software= baseline. JVN Communications, INC is the only source available with the = combination of skills listed above and the proven track record to satisfy t= he FAA=E2=80=99s requirement to maintain and enhance the FIRS family of pro= ducts in a timely and effective manner, and to meet the WJHTC=E2=80=99s goa= l in the required time frame. A competitive solicitation is not available = for this procurement. If your firm does not agree with this single source = determination, please provide evidence of your firm's capability.
