- A. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with subparts in the Federal Acquisition regulation 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation (other than that attached electronically) will not be issued. Based upon this Solicitation No. RFQ 600-142-03, the Government intends to make multiple contract awards for Wheelchair Shuttle Bus Service for the 2003 National Veterans Wheelchair Games, hosted by Veterans Affairs Long Beach Healthcare System, 5901 East Seventh Street, Long Beach, CA 90630, for a total period of seven (7) days, from Friday, July 4 through Thursday, July 10, 2003. For vehicle and driver service line items, only offers for full-size busses, capable of conversion to accommodate a minimum of ten (10) wheelchair passengers each shall be considered responsive. (See attached solicitation for detailed specifications.) Offers may be made for one or more line items, within the limitations specified in the attached solicitation. Awards may be made of one or more line items to successful offerors, dependent upon both the offer and overall needs of the Government to meet total transportation requirements associated with the specified special event. Offers may be submitted electronically via email to "mo.clary@med.va.gov" or via fax to 562-826-8061. (Note: email submission requires fax of Offer Page 1 if offeror lacks capability to scan and electronically transmit signature of authorized representative. Such fax must bear a cover page containing, as a minimum, reference to email originator, company, and date of email offer transmission.) Regardless of transmission mode, offers must be received by response due date and time specified herein to be considered responsive. The Government shall award multiple, fixed price, indefinite delivery indefinite quantity (IDIQ) contracts for this service, based on best value to the Government.
