Description

TOUR SERVICES FOR 55-- GETTYSBURG BATTLEFIELD, PA -- 16-18 April 2003. This requirement is a 100% set-aside for small business. This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation #F73CCA30760100 is issued as a request for quotation (RFQ). The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Parts 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-12, 24 January 2003. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Interested offerors are requested to submit a quotation on this requirement to: Submit signed and dated offer to 97 CONS/LGCA, 303 J Ave Bldg 302, Altus AFB OK 73523-5147 or FAX to: (580) 481-5138. Contractor must be registered in the Central Contractor Registration (CCR) (website: http://www.ccr.gov/) or by calling and registering prior to receiving award: (888) 352-9333. Contractor/vendor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications Commercial Items (July 2002) see attached. Quote must be received no later than by close of business, 4:30 PM CST, and may be received by FAX or e-mail to Points of Contracts as listed on this notice not later than 2 April 2003. Contract Terms and Conditions FAR clause 52.212-4 (FEB 2002), Contract Terms and Conditions Commercial Items, is incorporated by reference and applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (May 2002) applies to this acquisition and is incorporated by reference. Business size standard: $6 Million annual receipts or less is considered a small business by the Small Business Administration; the Standard Industrial Code (SIC) is: 4725 and the North American Industry Classification System (NAICS) is: 561520. FAR Part 52.212-1, Instructions of Offerors for Commercial Items, and FAR Part 52.212-2, Evaluation for Commercial Items, apply to this solicitation and will be used to evaluate items as consistent with below stated description of requirements. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government reserves the right to evaluate technical compliance/delivery capability and make a best value decision. This could result in award to other than the lowest price offer. After award of the contract the Government reserves the right to terminate the contract up until one week before the start of the tour. In such a case the contractor will not receive payment for any expenses they have incurred. Cancellation after the one-week deadline will result in the Government being responsible for any non-fundable expenses the contractor had incurred at the time of cancellation. Description of requirements: Provide package tour service for 55 people to include: (1) all chartered motorcoach pick up and drop off at scheduled destinations as listed on itinerary (Harrisburg airport, hotel, tour site destinations), (2) all meals, (3) guides, (4) group speaker(s) for seminar; topic: Military Heritage/ Gettysburg Battle/ and Professional Leadership.
