- This synopsis is for a Firm Fixed Price Requirement Type Contract for essential repair, calibration and functional test of the Rate of Flow Indicator applicable to the C-5 Aircraft. Buyer requests that this contract cover a period of five years (one basic and 4 options) from date of issuance of contract. Best estimated quantity is 36 each for the basic and option years Item 0001: NSN: 6620-01-465-5120UC, NOUN: Rate of Flow Indicator, P/N: 510000-002. DELIVERY: 30 days after receipt of asset or order whichever is latest. Item 0002: NOUN: Data, QUANTITY: 1 Lot. The approximate RFP issue date will be 14 April 2003 with the approximate response date of 14 May 2003. RFP will be available at www.fedbizopps.gov only. No telephone requests. Only written or faxed requests received directly from the requestor will be acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Written procedures will be used for this solicitation TO: L-3 Communications Display Systems (Cage 63515), 1355 Bluegrass Lakes Pkwy, Alpharetta, GA 30004-7700. Authority: 10USC 2304(c)(1), Justification: Supplies (or services) required are available from only one or a limited number of responsible sources and no other type of supplies (or services) will satisfy agency requirements. Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. See the following Notes 22 and 26. NOTE: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete, with this proposed contract based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTE 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
