Description
NA United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona has a requirement for two (2) each Fiber-optic-based Inertial Measurement Units for vehicle dynamics testing, Crossbow Model No. VG-700AA-207 in support of the Electronics Branch of the Metrolo gy and Simulation Division of the Yuma Test Center. This action is a Combined synopsis/solicitation for commercial items in accordance with FAR Part 12.6, as supplement with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued as a Request for Quotations, solicitation DABJ49-03-T-0028. This document incorporates provisions and clauses are those in effe ct through Federal Acquisition Circular (FAC) 2001-12 (27 Jan 2003) and Defense Federal Acquisition Circular (DAC) Supplement (DFARS), 1998 edition, current to DCN 20030301 (21 Feb 2003). This acquisition is being issued under other than full and open comp etition to Crossbow Technology, Inc., 41 Dagget Drive, San Jose, CA 95134-2109 under SIC code 3829/NAICS 334519 with a small business standard of 500 employees. Market research by the Army has found Crossbow Technologies, Inc., to be the only company posse ssing the capability of providing a nine axis data providing systems for X,y,x acceleration; X,y,z angular velocity; X,y,z magnetic orientation; both analog and digital RS-232 outputs; and +/- 200 degrees per second required for dynamic automotive testing. Item proposed must be equal to Crossbow Model No. VG-700AA207 and capable of providing a nine axis data providing systems for X,y,x acceleration; X,y,z angular velocity; X,y,z magnetic orientation; both analog and digital RS-232 outputs; and +/- 200 degre es per second. Models provided must be compatible form, fit and function with existing Fog-Auto Sensor software currently in use at Yuma Proving Ground. Delivery of both systems shall be no later than 75 days after contract award (FOB Destination USAYPG). The following Federal Acquisition Regulation (FAR) provisions apply to this acquisition: FAR 52.215-5 Facsimile Proposals (Oct 1997); FAR 52.211-6 Brand Name or Equal (Aug 1999); FAR 52.212-1 Instructions to Offerors?Commercial Items (Oct 2000); FAR 52.212 -4 Contract Terms and Condition Commercial Items (Feb2002); FAR 52.247-34 FOB Destination (Nov 1991); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2002) with following clauses checked : FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.232-34; and FAR 52.232-36. DFARS Clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions of Commercial Items (Mar 2003) with the following clause checked: DFARS 252.225-7001. Competitive offers must provide an FOB destination pricing proposal, delivery date, full-text Contractor commercial certifications at FAR 52.212-3 (July 2002 ) and DFARS 52.212-7000 (Nov 1995). It is anticipated that payment under this contract will be made by Government VISA credit card; therefore, all offers shall indicate whether or not they will accept payment by VISA or not and shall account for any costs associated with accepting credit card payment in their proposal.
