Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being request and a written solicitation will not be issued. The US ARMY TACOM-ARDEC, Picatinny Arsenal, NJ needs to procure one commercially available standard CMS micro-scratch testing system. This procurement request for the CSM Micro-scratch tester is a very specialized piece of equipment. The CSM Micro-Scratch tester available through Micro Photonics Inc. is currently the only system on the market with the acoustic emission, frictional and tangential force adhesive failure detection as well as the combination of progressive, constant and incremental loading. It is the only system with the progressive and variable load range (1 - 30N) necessary to accurately test the interface strength of the strongly adhered coatings developed at Benet Laboratory, Watervliet Arsenal, NY. Line item 0001 CSM micro-scratch testing system will be delivered with the following components: (1) Scratching machine with standard sample holder; (1) Loading system for 0 ? 30N loading range; (1) Acoustic emission detector; (1) Scratch displacement detector; (1) Penetration Depth Sensor; (1) Tangential force (frictional force) detector; (1) Motorized X and Y translation for sample holder and work table; (1) Nikon IM-2 microscope with 50x and 200x magnification; Rockwell C diamonds ? 200 micron tip radius; (1) Electronic control unit; (1) Pentium 1.2 GHz or higher computer with monitor; (1) Video system including Trinocular CCD Camera, acquisition card, software and 2nd monitor; (1) Industrial joystick controller; (1) Complete scratch testing software (Windows XP/2000 based); (1) Vickers or Knoop micro-indentation; (1) Set, installation tools; (1) Installation and training ? to be completed within 30 days of system ship date. All required instruction manual for software and hardware operation (hard copy and CD-ROM. This procurement is North American Industry 423490, small business size standard is 500 employees. FOB is Transportation Officer, Watervliet Arsenal, Shipping and Receiving ? Bldg 35, Watervliet, NY 12189-4050. Deliver to be within 4-6 weeks from date of award. The following provisions apply to this acquisition: 52.212-1, Evaluation ? Commercial Items, the evaluation procedures to be used are must be technically acceptable and price. Offerors must include brochures and literature showing their tester?s performance and demonstrating its ability to meet all of the Government requirements along with their quotation. Offerors must also include a completed copy of the provision at 52.212-3, Offeror Representations and Certification ? Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions ? Commercial Items, 52.212- 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. A firm fixed price award will be made to the technically acceptable lowest price offeror. Commercial warranty requirements apply to this acquisition that are consistent with customary commercial practices. Defense Priorities and allocations System (DPAS) and assigned rating is DO-A5.
