Description

NA DESC: M240B Machine Gun, 7.62mm, NSN: 1005-01-412-3129, Part Number: 12976814. The item to be procured is the 7.62mm M240B Machine Gun. The Government has data rights to the M240B Machine Gun pursuant to a license agreement with FN Herstal. FOB is Sourc e. Estimated issue date is 22 APRIL 2003. Due to the terms and conditions of the M240 license agreement, this solicitation is restricted to U.S. and Canada under exception 1 of the Competition in Contracting Act and FAR 6.302-1. An award under this soli citation will result in a 3-year Indefinite Delivery, Indefinite Quantity (IDIQ) type contract. Best value evaluation criteria will be used for this solicitation. The guaranteed minimum quantity is 800 each, and the estimated maximum quantity is 3,692 ea ch. First Article Test, Initial Production Test, Phosphate Coating IAW DOD-P-16232, and ISO 9002 (1994, untailored) are requirements of this solicitation. All contractors will be required to sign a non-disclosure agreement prior to receiving the M240B te chnical data package. The successful contractor must have an adequate production capability and must also have a safe and secure storage area to store at least three (3) months of production guns as specified in the solicitation. For security purposes, t he M240B Machine Gun is considered Category II, and the 7.62mm ammunition is Category IV. Any contract for these items will require security protective measures in accordance with DOD Regulation 5100.76-M, dated August 12, 2000, Physical Security of Sensi tive Conventional Arms, Ammunition, and Explosives (AA&E). If and when a solicitation is issued for the purpose of price evaluation, the cost to the Government for qualifying a new producer will be added to their proposal. The approximate cost to be adde d is $730,800.00. This solicitation, without the TDP, will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c), therefore hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the i ssue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligati on and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendme nts and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same. This solicitation incorporates a Technical Data Package (TDP) that cannot be provided via the internet. Vendors who need this TDP in order to prepare a bid or proposal are instructed to complete the non-disclosure and non-use agreement, provided as an a ttachment to the solicitation, and email the same to devlinl@ria.army.mil. This agreement must be completed before the TDP will be sent. Any said requests should contain the following information; CAGE Code (if available), Company Name, Point of Contact (optional), Street Address, City, State, Zip Code, Telephone Number. A TDP will be provided by normal mail after the solicitation has been released to the internet and a non-disclosure and non-use agreement has been executed. Note 26 applies.
