- DESCRIPTION: As directed by United States code 10 USC 2688, Utility Systems, Conveyance authority grants the Secretary of Defense conveyance authority of utility systems. This Request for Interest is a required component of a complete and systematic process to evaluate interested parties for Utility Privatization at Great Lakes, IL. This market survey is being issued to determine the interest and economic feasibility of proceeding with formal requests. Specifically, Engineering Field Activity, MW, AREA F, is seeking interest and information for the privatization of Electric distribution systems; Steam Distribution system; and main Power Plant Boilers at Great Lakes, Illinois. Should privatization result; the assumption of ownership, operation, maintenance and the obligation to continue the service for an indefinite and ongoing period shall transfer to the new owners. Ownership of the Co-gen; steam; and electric systems may transfer to any municipal, private, regional, district or cooperative utility company or other entity. All responsibility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower, and overhead costs shall become the new owners responsibility. Submitted interest statements shall contain the following criteria: 1) capability and experience in the ownership operation, expansion and maintenance of similar systems; 2) financial capacity to purchase, upgrade, expand, maintain, and operate utility systems; 3) a statement expressing a willingness and understanding of an obligation to provide continuous utility service for an indefinite and ongoing period of time; 4)your company?s ability to provide reliable service, respond to emergency situations, and respond during periods of increased military mobilization; 5) understanding of any applicable state or local utility law or franchise requirements, capability of complying with such requirements, and representation of the legal right to provide the applicable service; 6) understanding of the federal, state, and local environmental laws and regulations, and familiarity and experience with environmental compliance procedures and regulations for the applicable State, and US Environmental Protection Agency, and a statement of willingness to comply with same; 7) conceptual rate structure; 8)discussion of your conceptual basis of a proposed purchase price (e.g. capitalized earnings value, replacement cost new less depreciation, original cost less depreciation, or other.) Elaborate proposals or pricing information is neither required nor desired. All interest statements shall be treated as containing procurement sensitive information. Response information shall only be viewed and utilized by Government officials and personnel of professional service contractors directly involved with the utilities of this action. Unless extended by amendment, responses are due on 21 APRIL 2003. Systems being considered for privatization are described as follows: A) MAIN POWER PLANT BOILERS: contain six boilers which supply the steam distribution at NTC Great Lakes, Space heating, various hospital requirements, laundries, food preparation facilities, and two 1500 KW back pressure steam turbine generators all use steam supplied from the main power plant. The six boilers have a combined capacity of 750,000 lb/hr at 350 psig, burn natural gas/fuel oil, and are of a variety of ages and manufacture. The condition of the boilers and auxiliary equipment is good. B)MAIN POWER PLANT STEAM DISTRIBUTION SYSTEM: Steam is supplied to Main side, the Naval Regional medical Center, and Recruit Training Command, and Camp-Moffett. The system contains approx. 26 miles of both steam and condensate lines. The system consists of both above ground and underground piping with some contained in tunnels. The steam is distributed at 125 and 60 psig. The steam distribution is in good condition. The system returns approx. 80% of the condensate. C)ELECTRICAL DISTRIBUTION SYSTEM: Two 34.5 KV base transmission circuits serve seven base substations with secondary distribution systems at 12.5KV, 4,160V, and 2,400V for a total capacity of 52.5 MVA. The transmission and distribution inventory is comprised of overhead and underground network configurations, feeder transformers, switches, streetlights, meters, and misc. electrical equipment. Notification of any changes to this RFI will be made via the FEDBZOPS. It will be the contractor?s responsibility to check for any posted changes. Only one statement of interest should be submitted by any one company on their letterhead to, Engineering Field Activity, Midwest, 201 Decatur Ave., Great Lakes, IL 60088-5600, attn: L. Camellino (847-688-2600x149). The Government does not intend to issue a conveyance document on the basis of this announcement or otherwise pay for the information solicited. Site visits are not considered necessary for preparation and submittal of statements of interests.
