- Item: Rental of Eight -(8) Skid mounted electrical 440 volt 3 phase Vacuum recovery units. Portsmouth Naval Shipyard utilities are: Electrical - 440V, 3 Phase Compressed air - 90PSI This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Quotations are being requested and a written solicitation will NOT be issued. This announcement is issued as N00102-03-R-0659 and incorporates provisions and clauses effective through Federal Acquisition circular 2001-12. The North American Industry Classification System (NAISC) code for this acquisition is (532412). Place of delivery is Portsmouth Naval Shipyard, Portsmouth NH.03801-2500. Quote only as a delivered cost. Note to all qualified requesters: Please mail/E-mail quotes to Portsmouth Naval Shipyard, Bldg. 153-6th floor-Attn Robert Seaward, Portsmouth NH 03801-2500. Please include Cage Code, Dun's and TIN Numbers on quote. Requestors MUST have Central Contractor Registration before award. DELIVERY:ALL CONTRACTOR EMPLOYEES REQUIRING ACCESS TO PORTSMOUTH NAVAL SHIPYARD MUST BE AMERICAN CITIZENS. PROOF OF SUCH WILL BE REQUIRED. CONTRACTOR IS REQUIRED TO CONTACT THE ON-SITE REPRESENTATIVE PRIOR TO DELIVERY OF UNIT FOR DETERMINATION OF ACTUAL START DATE. Specifications C.1 CLIN 0001 - Requirement is for three (3) portable self-contained skid mounted, electric powered positive displacement vacuum recovery units. Machines to be equipped with cyclone and continuos reverse pules filter cleaning. The syst em SHALL NOT require liquid for cooling or for producing vacuum. Contractor shall comply with all OSHA requirements. Period of performance Start: 4/28/03 - End 8/18/03. Billing/Invoicing shall be by WEEK. Quote ONLY rental cost by the week. C.2. CLIN 0002 - Requirement is for five (5) portable self-contained skid mounted, electric powered positive displacement vacuum recovery units. Machines to be equipped with cyclone and continuos reverse pules filter cleaning. The system SHALL NOT require liquid for cooling or for producing vacuum.. Contractor shall comply with all OSHA requirements. Period of performance Start: 4/28/03 - End 9/29/03. Billing/Invoicing shall be by WEEK. Quote ONLY rental cost by the week. C.1 C.2 CLIN 0001/0002 - Maximum size of unit 8? 3? wide x 24? 6? long with setup for use with rigging attachments, lifting points must be located above the center o f gravity and located along the diagonals of the structure. Contractor shall provide lifting diagrams with proposal (MANDATORY). C.3 CLIN 0003 - Eight (8) self-contained skid mounted, Electrical 440 volt, 3 phase vacuum recovery units. Industrial Vacuum System model that develops, no less than 3600 CFM, or no less than 27? Hg respectively. Vacuum packages must be constructed with components OSHA approved for outdoor storage and operation. Control panels must supply soft start option to regulate power surges during start-up. Vacuum systems shall not emit sounds levels that exceed 105db at full load. Outlet filters shall be HEPA (.3 micron) complaint. C.4 Vacuum units will be used to remove spent blasting grit, both steel shot (237 LB/cubic foot) or ?Black Beauty? from various internal areas of submarines at a rate of eight (8) to ten (10) tons per hour, depending on grit de nsity. A minimum of conveying distance shall be four hundred feet with a vertical lift of seventy (70) feet to a classifier/re-cycle or a collection tank. The hose size is four (4?, 5? and 6?) interchangeably. C.5 The system shall be supplied with a capacitance sensor connected to the vacuum with interchangeable extensions cords of 50?, each vacuum shall be supplied with three 50? lengths for a total of 150? of cord per vacuum unit. The mechanical type sensor will be supplied with a 1- ?? quick coupler to connect the unit to the vacuum box quickly, without the use of tools. The 1-1/4? quick coupler mounted on the sensor?s female end must screw into a 1-1/4? NPT threaded hole in the vacuum box. The sensor will shut the vacuum down and turn on a strobe light when the bin is full. C.6 All spare parts, air filters, filter bags and routine maintenance shall be provided at n o additional charge. C.7 The system and components shall be fully assembled and ready for operation. Upon initial delivery to Portsmouth Naval Shipyard, the contractor shall provide operational training. C.8 Service shall be provided within 24 hours after notification by Contracting Officer and/or his/her representative. In the event the machine cannot be returned to service within 48 hours of notification, a replacement shall be delivered. C.9 The Contractor shall maintain a stringent maintenance program. The contractor will be responsible for all equipment failure not arising out of Government neglect or abuse. C.10 The contractor shall provide a point of contact and telephone number for use in requesting service ____________________________________ ____________________________________ C.11 There shall be no changes unless authorized by the Contracting Offi cer. C.12 The units are required no later than 4/28/02 C.13 FOB Destination prices shall apply. C.14 Contractor shall provide descriptive literature for evaluation. This requirement is mandatory to be provided with proposal.
