- SPAWAR Systems Center Charleston intends to use combined synopsis/solicitation procedures for the proposed sole source to SIGNIA-IDT for VME Receivers and Spectral Processors. Accordingly, advertisement of the subject procurement is hereby incorporating the combined synopsis/solicitation requirements. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. A written solicitation will not be issued. Solicitation number N65236-03-R-0348 is hereby issued as a sole source request for proposal (RFP), to SIGNIA-IDT, Inc, 700 Quince Road, Gaithersburg, MD 20878-1706. This combined synopsis/solicitation document incorporate provisions and clauses in effect through Federal Acquisition Circular 90-46. The NAIC Code is 334290, with a size standard of 750 employees. The Contract Line Item Numbers are as follows: CLIN 0001 - VME Receivers, Part Number SI 8616 - quantity 54 each, CLIN 0002 - Spectral Processor PN 8631 with Center Frequency Report enhancement - quantity 18 each. The VME Receivers and Spectral Processors shall be adaptable to Current LMS software package. Must be compatible with the current products in use by Signia-IDT within the existing software code. Receivers shall be ruggedized, lightweight, reliable, and easy to use. Receivers shall be small and portable where size, weight, and power are critical. Receivers shall have features of both a receiver sensitivity and direction finding in a compact package. As previously stated, subject procurement is being issued as a sole source procurement, since SIGNIA-IDT has the sole capability and is the sole manufacturer of these small compact receivers. Warrenty offered is accepted as required to the general public in customary commercial practice. The type of contract anticipated is a Firm Fixed Price contract. The delivery date, for CLINS 0001 and 0002 shall be 25 July 2003. Delivery shall be F.O.B. Destination to: Receiving Officer, SPAWAR System Center, Charleston, South Carolina.. Inspection and acceptance shall be accomplished at destination, by the receiving activity. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. A completed copy of the provisions at FAR 52.212-3 is required, Offeror Representations and Certifications-Commercial Items, DFAR 252.225-7006, Buy American Act-Trade Agreements-Balance of Payments Program Certificate, and DFAR 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer. Additional FAR clauses which apply to the subject acquisition include FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, incorporating the additional FAR clauses cited as follows: 52.203-6, Restrictions on Subcontracting Sales to the Government, with Alternate I; 52.203-10, Price or Fee Adjustment for Illegal or Improper Activity; 52.219-8, Utilization of Small, Small Disadvantaged and Women-Owned Small Business Concerns; 52.219-9, Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; and 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, which incorporates additional DFAR clauses cited as follows: 252.205-7000, Provision of Information to Cooperative Agreement Holders; 252.219-7003, Small Business and Small Disadvantaged Business Subcontracting Plan (DoD Contracts); 252.219-7005, Incentive for Subcontracting with Small Businesses, Small Disadvantaged Businesses, Historically Black Colleges and Universities and Minority Institutions; 252.225-7007, Trade Agreements; 252.225-7012, Preference for Certain Domestic Commodities; and 252.247-7024, Notification of Transportation of Supplies by Sea. This combined synopsis/solicitation will close on 10 APR 2003 AT 2:00 PM ET.
