Description
The Marine Corps Systems Command (MARCORSYSCOM) has a requirement for full rate production of the Predator Short Range Anti-Tank Weapon (SRAW). The Predator (SRAW) is a one-man-portable, fire-and-forget, disposable, short range anti-tank weapon capable of defeating, from all aspects, all advanced armor threats, to include those equipped with the next generation advanced armor protection, supplemental armor kits, and explosive reactive armor. The Predator's critical physical and performance characteristics include the following: 1) weight less than 22 pounds, 2) length less than 40 inches, 3) Probability of Hit of 0.5 (threshold), 0.8 (objective) against stationary targets at ranges of 17 to 600 meters and against moving targets at ranges of 17 to 250 meters, 4) ability to defeat a T-80 Main Battle Tank equipped with next generation advanced armor protection, supplemental armor kits, and explosive reactive armor, 5) soft launch capability allowing it to be fired from a masonry room measuring 4.57 meters x 3.66 meters x 2.13 meters and possessing 2.04 meters2 of ventilation, 6) a mission reliability of 0.85 (threshold), 0.95 (objective), and 7) no maintenance required above the operator level. The Predator will be built to the current Government performance specification. The Full Rate Production contract will consist of a Base Year (FY04) and 4 Option Years (FY05-08) and will require the delivery of approximately 3,600 weapons and associated engineering support at an estimated cost of $185M over the life of the contract. MARCORSYSCOM intends to award a sole source contract to Lockheed Martin Electronics & Fire Control (LMM&FC), 5600 Sand Lake Road, Orlando, Florida, 32819-8907. LMM&FC is the designer/developer of the Predator Short Range Anti-tank Weapon (SRAW) and the existing producer of Low Rate Initial Production (LRIP) Predator weapon systems. Production of the required supplies by any source other than the existing Predator contractor requires a substantial initial investment and/or an extended period of preparation for manufacture. Additionally, production by the existing LRIP contractor will avoid substantial duplication of cost to the government to re-establish and re-validate a Predator production capability with a new manufacturer. As a result of the utilization of the Alpha Contracting on the Predator program, a formal RFP is not available. See Numbered Note 22.
