- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation, Climate Protection Partnerships Division, Energy Star Residential Branch intends to award a sole source Purchase Order to Residential Energy Services Network (RESNET), of Oceanside, California. The purpose of this purchase is to increase the demand for energy efficient homes and increase consumer awareness of opportunities to improve the energy efficiency of their existing homes. To achieve this, the contractor will work with the rating industry and sampling providers to develop proposed standards for EPA's use in accrediting sampling providers for labeling energy efficient homes and issuing energy ratings. The contractor, RESNET will increase the number of accredited HERS and BOP Providers to support the delivery of third-party verification services to the residential new construction market and increase the availability of energy efficient homes for consumers. Energy Star Residential Branch bases their standards off the Home Energy Protocol which RESNET establishes through their technical committee. RESNET is the only professional association for this industry and is the only firm that can supply the needs and requirements of Energy Star Residential Branch. The NAICS code for this procurement is 541620. This notice is not a request nor a solicitation for offers. However, any firm who believes it is capable of meeting the EPA's requirements stated herein may submit a response, which if received within 15 calendar days of the date of this announcement, will be considered. Interested firms shall provide detailed information outlining their capabilities?any response failing to provide the aforementioned data will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed contract based upon responses to this notice is soley within the discretion of the Government.
