Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information in this notice. The announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Reference task ID 5TS5703C211. This solicitation is a Request for Quotation (RFQ). The RFQ document and incorporated provisions and clauses are those in effect through FAC 2001-12. This RFQ is restricted to small businesses. NAICS Code 513390, Other Telecommunications, applies. Size Standard $11.0 M. This requirement is to provide information technology support for existing Executone phone system throughout the Scott Air Force Base Medical Complex on a time and material basis. Services shall include technical program and system management expertise to sustain readiness support for eight different hospital mobility functional services. The contractor shall provide on-site technical maintenance support for the Executone telephone system and related telecommunications infrastructure to include outlying buildings, as required to support the 375th Medical Group mission. The contractor shall respond to help calls, troubleshoot system problems, monitor the key systems? performance, perform weekly back-up, document cable records, and perform periodic maintenance. The contractor shall also install wiring, de-install, terminate, and label drops, relocate and reinstall telephone systems when directed by the government. The contractor shall provide a daily update on status of work completed or in-progress to the 375th Medical Group. In addition, the contractor shall provide statistical reports upon request. The contractor shall update network configuration documents as changes to the system are made and provide documents upon request. The contractor shall participate in weekly, informal work-in progress meetings with key Medical Group staff. At the Government?s request/approval, the contractor shall recommend equipment to be purchased and install related equipment items to keep the system in working order. The contractor shall respond in the event of an emergency and/or equipment failure within two hours of notification. The contractor shall provide an after-hours phone number to receive notification in the event of an emergency. The contractor shall support and work in conjunction with government personnel or other contractor personnel as required to transition existing service to base facilities and equipment. Use of Ideacomm, a small business, is being considered to satisfy the requirement as that is the only known authorized Executone service provider for this geographical area. Although CTI has an exclusive Executone service agreement for this territory, they have authorized the use of an alternative source. No other service provider is known to be capable of immediately providing comparable technical and engineering expertise to meet the service requirements. This requirement is to provide one on-site telecommunications technician, with Executone certification. Period of performance is anticipated to be May 2003 through September 2003, with one option period of six months. FAR 52.252-2 applies to this acquisition. Award shall be made based on technical expertise, past performance and price. Technical and past performance, when combined, are more important when compared to price. QUOTATIONS SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3. FAR 52.212-4 applies to this acquisition. FAR 52.212-5 applies to this acquisition -- FAR 52.212-5(b): The following additional FAR clauses apply to this acquisition: 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225.13, 52.239-1, 52.222-41 and 52.232-33. DOL Wage Determination No. 1994-2310, Revision No. 23, Last Revised 6 June 2002, is applicable to this acquisition and will be incorporated in the resultant award.
