- Description
- The NASA/MSFC X-43C Booster & Launch Services Project, as part of the Next Generation Launch Technologies Program, requires a system to boost the X-43C hypersonic Demonstrator Vehicle (DV) to conditions that enable ramjet/scramjet engine ignition and demonstration. The X-43C DV is a small, autonomous technology demonstration vehicle powered by an experimental air breathing, ramjet/scramjet engine. Contractual requirements for the booster provider include development of a booster system, or modification of an existing booster system, to meet the X-43C Launch System Requirements. Contractual requirements also include integration of the DV, which is developed under a separate contract, to the boost vehicle, and providing launch services. The X-43C technology demonstration is a follow-on effort to the X-43A Project which developed and utilized the Pegasus-derived Hyper-X launch vehicle system. Booster system requirements include adequate performance margin to accelerate an approximately 8,200lb payload to Mach 5.8 at a dynamic pressure of 880lbs/sq. ft and an altitude of 90,000 ft. The booster vehicle must be capable of controlled level flight after boost engine burn-out to ensure successful separation of the demonstrator vehicle from the booster. The booster must fly a depressed trajectory to limit structural and aerothermal loads on the demonstrator vehicle. The X-43C DV is heavier and longer than the X-43A research vehicle. However, the X-43C trajectory requirements are nearly identical to those of the X-43A vehicle. NASA has studied the applicability of available launch systems and has determined that the Orbital Sciences Corp. (OSC), 21700 Atlantic Boulevard, Dulles, VA 20166 Pegasus-derived Hyper-X launch vehicle system with aerodynamic lifting wing and moveable control fins as the only booster design capable of achieving the X-43C project objectives. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 11, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
