- Description
- The United States Postal Service intends to purchase 1,086 Advanced Facer Canceler System InkJet Canceler (AFCS-IJC) Modification Kits. The USPS has a fleet of 1,086 Advanced Facer Canceler Systems (AFCS) at USPS Processing and Distribution Centers (P&DC) throughout the country. The AFCS is a mail handling system that faces letter mail by locating the stamp, meter, or indicia. The AFCS also cancels letter mail, sprays an identification (ID) tag, lifts the image, and sorts letter mail to a set of bins for further processing. The current AFCS utilizes a mechanical canceler with rotating stamp die to transfer cancellation ink onto the stamp and letter. Cancellation dies are updated with new dates daily. The inkjet canceler will use ink jet printing technology to apply cancellation information on each mail piece by spraying tiny ink droplets at high velocity under computer control. The computer control will ensure automatic update of cancellation dates and provide precise time stamping of individual letters. Generally speaking, the inkjet canceler will be a retrofit kit for the AFCS. The Inkjet Canceler will consist of the following subsystems: 1) Deck Plate Assembly 2) Two (2) Print Head Assemblies 3) Ink Reservoirs and Ink Delivery System 4) Control System with corresponding cable assemblies for I/O and power 5) Two (2) Interface Boards with I/O connectors 6) Optional Encoder and Encoder Roller Assembly The Postal Service intends to perform a competitive test to determine if performance described in the technical design requirements of the Statement of Work is achieved. This will be a limited competition with two prequalified suppliers, Siemens Dematic Postal Automation L.P., PO Box 95080, Arlington, TX 76005-1080 and Video Jet Technologies, Inc., 1500 Mittel Boulevard, Wood Dale, IL 60191-1073. Any firms interested in subcontracting opportunities may contact these firms directly. In conjunction with the competitive test, proposals will be submitted in response to the production requirements. The Postal Service intends to award one firm fixed price contract for the total quantity to the prequalified supplier who offers the best value to the Postal Service, based on established evaluation criteria. Any other suppliers who have proven technology already in production and are interested in participating in the competitive test of the AFCS-IJC Program must email their request for a copy of the technical design requirements (no later than Friday, April 14, 2003. In order to be favorably considered for inclusion on our prequalified list for this requirement, the supplier must submit two fully functional prototypes, suggested/required spare parts, and technical documentation (i.e. technical description, installation instructions, user documentation) to the USPS no later than Monday, May 14, 2003. The competitive test will be conducted in both a Lab and Field environment during the May/June timeframe. Each supplier will be required to provide technical resources to install, debug, and burn-in their unit. The USPS will provide a minimum of one (1) week notice to each supplier prior to the installation date. At this time, the USPS does not have funding authorization by the USPS Board of Governors (BOG) for this Program. This authorization is expected at the August BOG meeting. Some nominal funds may be available to offset costs associated with the competitive test and is subject to negotiation.
