Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. The solicitation number N00421-03-R-0086 is issued as a Request For Proposal (RFP). The RFP incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 01-03 and DFARS Change Notice 20011206. The Naval Air Systems Command Headquarters (NAVAIR) has a requirement and intends to issue a fixed price contract under N00421-03-R-0086 A fixed price contract will be the procurement vehicle for the manufacture and delivery of support equipment for use in the F-16 Back Shop to diagnose the integrity of electrical systems. The procured test equipment is required to interface and operate with existing equipment. The existing equipment is Eclypse International Corporation Part Number 501DD6LE, Serial Numbers 5011018, 501102, 5011022 and Part Number 501-E-1152 Circuit Analyzer Serial Number RTS 0002. Please provide pricing for the following quantities: one (1) Base System to include a commercial grade Circuit Analyzer, Less enclosure option, switching, and other applicable options designated by customer (Eclypse International Corporation Part Number 960-021-50101 or equivalent); fourteen (14) Basic expansion units for Model 501/1502 (without LE) 1152 points of Switching (Eclypse International Corporation Part Number 960-021-10901 or equivalent); one (1) integration of the 501 Base System and the basic expansion unit (Eclypse International Corporation Part Number 501-DD-32/RAX3/1533 or equivalent); shipping expenses. The delivery schedule will be 120 days from contract award. The place of delivery for all items will be the OO-ALC/MABPP, ATTN: John Minnoch, 5875 Southgate Avenue (Bldg 225), Hill AFB, UT 84056-5231. The Government intends to make a single award to the contractor that represents the best value continuum based on the evaluation factors of technical, and past performance. For Technical Approach: The offeror shall provide a description of its capability and experience in the following areas: (1) The offeror shall describe its approach for and experience with the design and development of Automatic Wire Analyzer (AWA) test program sets and execution development required to perform the AWA functions; (2) the offeror shall describe its approach for and experience with designing/developing Commercial Off the Shelf (COTS) hardware to perform the AWA functions; (3) the offeror shall describe its approach for and experience with designing, developing, and upgrading AWA hardware to automatically report findings via existing maintenance reporting networks; and (4) the offeror shall describe how the proposed test equipment will successfully integrate with the existing equipment on site and currently in use. The offeror’s Technical Approach shall be limited to 10 single-spaced pages, typewritten (on one side only), in a font size not smaller than 10 or larger than 14 point, on paper not larger than 8.5 x 11 inches. Margins must be one inch on top, bottom, right, and left. Fold out pages up to size 11 x 17 inches may be used for charts and diagrams. Fold out pages will count as one page. Past Performance: The offeror shall submit a list of no more than three of its most recent contracts or subcontracts completed or ongoing within the last three years. Price: This order will be issued as (Firm Fixed Price). Your quote shall include the price of the items, integration, operational and maintenance manuals and shipping. The offeror may submit its price package via e-mail to keysnc@navair.navy.mil or via fax to (Nancy Keys) at 301-757-8959. Offerors must either provide the above information or affirmatively state that it possesses no relevant, directly related, or similar past performance. The offeror shall include a completed copy of the FAR provision FAR 52-212-3 Offeror Representations and Certifications- Commercial Items, and DFARS provision 252.212-7000 Offeror representations and certifications- Commercial items. The offeror is advised that FAR provision FAR 52.212-4 Contract Terms and Conditions- Commercial Items, FAR provision FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders- Commercial Items, and DFARS provision DFARS 252.212-7001 Contract terms and conditions required to implement statutes or Executive Orders applicable to Defense acquisitions of commercial items, apply to this acquisition. Far 52.212-1 Instructions to Offerors- Commercial Items is amended to read: Submit a signed, dated offer in one original plus one copy to Naval Air Systems Command, Bldg. 441, 21983 Bundy Road Unit 7, Patuxent River, Maryland 20670-1127, Attn: Nancy Keys (301) 757-2609 no later than 14 April 2003, 2:00 PM Eastern time. An initial FAX copy submittal is acceptable. FAX to (301) 757-8959, Attn: Nancy Keys with an original hard copy following via US Mail or overnight delivery service. The offer may be submitted on letterhead stationary and at a minimum must show: (1) the solicitation number (N00421-03-R-0086), (2) the specific time for the receipt of offers (14 APR 2003), (3) the name, address, and telephone number of the offeror, and (4) a technical description of the item(s) being offered in sufficient detail to permit evaluation of compliance with the requirements in the solicitation. This may include product literature drawing, or other documents if necessary. Also submit (5) terms of any express warranty, (6) price and discount terms, (7) remit to address, if different from mailing address, (8) a complete copy of the representations and certifications at FAR 52.212-3 and DFARS 252.212-7000, (9) acknowledgment of solicitation amendments, if any. (10) If the offer is not submitted on Standard Form 1449, include a statement specifying the extent of the agreement with all terms and conditions, and provisions included in the solicitation. The proposal must be signed by an official authorized to bind your organization. An offer that fails to furnish the required representations and certifications, or rejects the terms and conditions of the solicitation, may be excluded from consideration.
