Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RFQ-R8-03-14 is issued as a request for quotation. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The purpose of this solicitation is to procure two (2), 53-foot portable airtanker base trailers in accordance with the specifications listed as follows: 53-Foot PORTABLE AIRTANKER BASE TRAILER SPECIFICATIONS TRAILER STRUCTURAL COMPONENTS Length: 53 feet Outside width: 102 inches Inside width: 98 inches Overall height: 13 feet, 6 inches Main floor height: 21.75 inches Internal drop: 31 inches External deck length: 11 feet King-pin setting: 36 inches Upper coupler Height: 48 inches Axle setting: 39 feet, 11.5 inches, closed tandems. Side panels .050 pre-baked white enamel riveted side sheet. Side posts: 11 gauge galvanized slotted logistic side posts. Roof: .040 one-piece aluminum. Ceiling lining: .040 white aluminum with insulation. Roof bows: Aluminum on 24 inches centers. Cross members: 4 inches heavy duty on 12 inches centers for sub frame area and 4 inches heavy duty Aluminum I beams from sub frame to drop. 4 inches heavy duty on 12 inches centers on main floor and kingpin area. Top and bottom Rails: Extruded aluminum. Wall lining: White panel lam between posts with insulation. Main trailer floor: 1.3125 inches oak floor with Spar varnish. Drop enclosure: To have stainless steel S-drop enclosure with drop down door in center for storage. Rear door: To have full height Todco roll up painted white. Side door: 36 inches side door on street side 28 inches back from drop with a 24-inch x 24-inch window with screen. Double side door: Double doors on curbside to be 103 inches back from drop with Furgocar latches. 95 inches wide and 77.75 inches tall. Radius corners & front: To be Stainless Steel. Nacaducts: To have two (2) on each side of trailer in wheel well area. Awning: 30 feet long and out 15 feet from trailer with top and sides attached to the side of trailer, per drawing. All rafters to have outlets for lights to be installed later. White in color. Windows: To have 48 inches wide and 18 inches tall in office on street side and curb side walls per drawing. Graphics: To have 9.5 inches lettering saying Portable Airtanker Base with 46 inches USDA-Forest Service Logo on curb and street sides of trailer. TRAILER MECHANICAL COMPONENTS Suspension: 25,000 lb axles with Turner HT250US.135 air ride, centrifuge hubs, and full air outboard drum brakes (16.5 inches x 7 inches). Dump valve for both axles and override system for both axles. Wheels: 22.5 inches steel rims, inner and outer, white finish. Tires: Michelin 275/70R 16 ply 22.5. Brakes: ABS air brakes. Slack adjuster: Automatic. Emergency springBrake: Yes Landing gear: Dual 2-speed landing gear. TRAILER ELECTRICAL COMPONENTS Marker lights: Seven (7) located on top and six (6) on bottom rail each side. Brake/stop lights, turn and backup: Three (3) each side of rear door on bottom. Docking lights: Yes, per drawings. Side turn lights: Centered on bottom rail both sides. Service panel: 100 amp service panel with 45 amp converter located on street side up next to ceiling at drop, to have a 50-amp shore connection with 30-foot cord. Exterior 110v Outlets: Located per print (to have six (6), GFI outlets, three (3) per side, evenly spaced under bottom rail. Three (3) on street side up next to top rail for awning next to each awning rafter pole. Exterior halogens: Three (3) recessed 300-watt lights evenly spaced from rear to drop next to top rail, need to be adjustable, switch to be by street side entrance door. TRAILER WORK AREA Airliner track: Two (2) rows of airliner track from rear of trailer recessed in floor to drop, first row 26 inches from curbside of trailer, second row to be 50 inches off curbside wall. Tie down hardware: Lay loose 24 tie downs for airliner track. Load bars: Install twenty (20) load bars in trailer from rear of trailer forward up to curbside double doors. Interior 110 lights: Install eight (8), 48-inch, 110-volt fluorescents in ceiling of trailer per drawing. To have a 2-way switch, 1-by rear roll-up and 1-by street side entrance door. Interior 12v lights: Install six (6), 4-inch round, 12-volt lights, three on each side evenly spaced for access lighting. To have 2-way switch, 1-by street side entrance door and 1 by rear door. House Battery: Put under drop for 12-volt lights in ceiling. Interior outlets: Install six (6), evenly spaced outlets from street side door back 30 feet, 44 inches off floor, customer to install Lista's below outlets. Wall: To have a aluminum wall at drop with a 32-inch aluminum door. 20 inches x 24 inches window installed in door. Steps at drop to be on curb side of trailer from king pin deck down to belly area with a hand railing. Wall to have a 48-inch wide x 18-inch tall window centered in wall 42 inches off the floor. Rear ramp: To have a 7-foot fiberglass ramp for truck carts for loading and unloading of trailer. To lay loose inside trailer. To be used at rear and side door on curb side. TRAILER OFFICE INTERIOR Floor: Black Disco tile on office floor in king pin area. Ceiling: To have dropped ceiling with white aluminum lining. Walls: Insulated and lined with White aluminum lining. A/C and heat: To have a 14,000-BTU Cruise air unit installed in office in upper cabinet on front wall. Main unit in a pan in roof. Counter top: Counter top to go from drop wall to front nose and 5 feet across front wall with a filing cabinet, containing three (3) drawers, at each end of counter, per drawing. To be laminate counter and drawers. Color to be White. Overhead cabinets: Overhead cabinets from drop wall to front wall and on front wall same length and counter top, to have lift up doors with trigger latches. 110 volt lights: Four (4), double bulb fluorescent lights, 48 inches wide, recessed with chrome-egg-crate covers with switch by entrance door. 110 volt outlets: Three (3) on street side above counter and two (2) on front wall above counter. Two (2) located on curbside wall evenly spaced 12 inches off floor. Land line: Two (2), land-line connections on street side wall to out side front of trailer for phone lines. Valences and blinds: To have White valences and white mini blinds over windows in office area. Exterior steps: Double tier step with hand rails for street side entrance door. The Contractor has 90-days to complete the trailers from time of award. Upon notification that the trailers are complete, an agent of the USDA Forest Service will inspect the trailers to contract specifications at the Contractor's facility. FAR 52.247-34 F.o.b. Destination applies to this acquisition. Offers submitted on a basis other than f.o.b. destination will be rejected as nonresponsive. FAR 52.212-1 Instructions to Offerors- Commercial, applies to this acquisition. Offers must submit two (2) copies of their CAD drawings for the trailers. Evaluations will be based on price, drawings, and delivery schedule. A completed copy of FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, shall be submitted with your quote. FAR 52.212.4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The following clauses are applicable to this acquisition: FAR 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.223-9, 52.225-5, 52-232-34. FAR 52.246-17, Warranty of Supplies of a Noncomplex Nature, applies to this acquisition - (b)(1) 5 years; (c)(1) 45 days after discovery of defect. Numbered Notes 12 and 13 apply to this acquisition.
