Description
The National Institute of Standards and Technology (NIST) Physical and Chemical Properties division (PCPD) has a requirement for the Abstracting services. Offerors are expected to: demonstrate their expertise in the area of ion thermodynamics as demonstrated by an extensive publication record in the peer reviewed literature in the area; have background in evaluation of experimental methods and data other than that of the offeror; have access to the relevant literature and the relevant electronic indices needed to effect the work as noted; have a background in the design and use of simple scientific and bibliographic databases. A knowledge and understanding of organic chemical nomenclature and organic chemical structural notation and the ability to use readily available electronic structure entry programs is essential. A detailed Statement of Work (SOW) will be available in the solicitation package. The period of performance will be twelve (12) months from the date of contract award, with the option to extend for four (4) 12-month periods. This is a small business set aside requirement with a NAICS code of 541990 and size standard of $6.0 million. All responsible sources may submit a proposal, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at http://www.fedbizops.gov. FAR Part 13.5 "Test Program for Certain Commercial Items" will apply to this requirement. The solicitation is anticipated for release to the vendor community on or about April 28, 2003 and will only be available on FEDBIZOPS at the above website. Potential offers are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored and no bidder lists will be maintained. Potential offerors are required to direct all questions via email to sharon.smith@nist.gov.
