- The National Institute of Child Health and Human Development (NICHD) has a requirement for the continuation of Contract N01-HD-2-3159 with the E. P. Bradley Hospital, Providence, RI for the development and implementation of a battery of tests and assessment techniques to describe the neurodevelopment outcome of children at risk for abnormal outcome as a result of exposure to drugs in-utero. The contract was initiated in 1992 for the purpose of developing a battery of tests and assessments to be administered to children enrolled in a multicenter longitudinal observational study of maternal lifestyles during pregnancy on acute neonatal events and long-term neurodevelopmental outcome. The clinical portion of the study was initiated in 1991 at four Neonatal Research Network sites, Detroit, Miami, Memphis and Providence. Under the current contract with E.P. Bradley Hospital, a cohort of 1100 mother-infant dyads exposed to drugs and their controls (enrolled at the network sites) were followed and assessed from the age of one month through age seven, utilizing the battery of tests and assessments developed by the contractor. Under the proposed continuation of the study, the cohort will continue from age seven through age eleven with further development and refinement, by Bradley Hospital, of the testing procedures to be used. The contractor has developed a plan for analysis of the data collected at the four centers and is currently implementing these analyses. In order to perform the continued work a new contractor would need access to a comparable cohort of mothers and infants, similar in age, that have been subjected to a comparable neurodevelopmental assessment battery from infant to age 7. Based on the foregoing information, the NICHD plans to negotiate with the E. P. Bradley Hospital for the continuation of this contract using other than full and open competition in accordance with 41 U.S.C. 253 (c)(1) and FAR 6.302-1. Inherent duplication of cost to the Government and unacceptable delays in completing the project make competition unfeasible for completion of this project. The purpose of this synopsis is to determine whether there are other sources capable of meeting the Government's requirements as described. Capability statements should be submitted within 45 days of publication of this synopsis to Paul J.
