Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2003-12. This is a small business set aside in accord with NAIC code 488190. The small business size standard is 6 million in annual receipts. Award will be based on best value to the Government, taking into consideration delivery, price and price related factors. Award will be made to the lowest price Offeror best demonstrating the ability to satisfy the performance and delivery requirements specified. All line items will be awarded on a single purchase order. Instructions to Offerors for Commercial Items, FAR Part 52.212-1 applies. Evaluation for Commercial Items, FAR Part 52.212-2, will be used to evaluate items as consistent with below stated description of requirements. Contractor/vendor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications Commercial Items (Oct 2000) --attachment one. Mandatory Information for Electronic Funds Transfer Payment (Aug 1996) is incorporated by Reference. Quote must be received by close of business, 4:00PM CST April 4th 2003, and may be received by FAX or e-mail to the point of contacts as listed on this notice no later than the required response date. DESCRIPTION OF REQUIREMENTS: The USMS has a requirement for temporary pilot services on an as needed basis for MD-80 series, Boeing 727/737. The pilot will generally be required to fly out of Oklahoma City, OK, Alexandria, LA or Mesa, AZ. This requirement is to meet a critical need of USMS that can not be meet by the current work force. There is a maximum limit of 120 work days per pilot. The vendor must be able to provide six qualified pilots on any given day should the USMS have a requirement. There may be a short term notification of one to two days in advance although the USMS can generally provide notification of a month in advance. The offeror awarded shall be legally responsible for each pilot provided and will supervise each pilot as defined at 5 USC 7103 (a) (10). The vendor shall provide pilots that meet all FAA requirements including current type rating for any aircraft required by the USMS. Each pilot shall meet any background security requirements of the USMS. For each pilot the vendor shall provide a copy of current license, medical class I or II, ATP, most current training in aircraft and flight hours in type and total flown. All flights will be flown under FAA Part 91 regulations. This requirement will be awarded using simplified procedures for an indefinite delivery-requirements contract for commercial assistance services. The period of performance of this contract will be date of award to Sept 30, 2003. All quotes will be made on a per flight day basis. The Government estimated quantity is not a representation that the quantity will be ordered. It is only an estimation by the Government.
