Description
THIS IS A SOLICITATION FOR PROPOSALS FOR THE FY04 DUAL USE SCIENCE & TECHNOLOGY PROGRAM (DUS&T) -- The Air Force Research Laboratory (AFRL) announces the release of a Broad Agency Announcement (BAA) for the FY04 Dual Use Science and Technology (DUS&T) Program seeking proposals on selected topic areas of interest to create and/or develop new products or process technologies on a cost share basis. The FY04 Topic List for this announcement is provided in the BAA. The DUS&T Program requires that the proposed technology have both military relevance and potential benefit (cost, performance, or sustainability of defense systems) and sufficient potential commercial (non-defense) applications to support a viable production base. Offeror(s) are expected to bear 50% of the cost of the effort and at least 50% of this cost share must be considered of high quality (i.e., cash, labor, or consumable materials) as further explained in this announcement. Proposals must result in the development of a technology, not an application of a technology. The award recipient must be a for-profit company or, if the offeror is a Consortium, at least one member must be a for-profit company. Due to limited funding, the Government reserves the right to limit awards under any topic, and only proposals considered to be of superior quality will be selected for funding. Please note that this is an announcement to declare AFRL's intent to competitively fund dual-use technology proposals. General information and preparation instructions for white papers and proposals are contained in the BAA. The BAA shall remain open for one year from the date of publication or until replaced by a successor BAA. It is possible that topics may be added under this BAA during the open period. Any change to the BAA will be accomplished through formal amendment of the announcement.
