- NA The Defense Contracting Command-Washington on behalf of Chairman Sponsored Exercise Branch (J-7) of the Joint Staff for the Department of Defense in support of the Chairman of the Joint Chiefs of Staff (CJCS) Chairman Sponsored Exercise Program (CSEP). T he CSEP is part of the Joint Exercise Division within the Operational Plans and Joint Force Development Directorate, J-7, The Joint Staff. This requirement is focused on joint doctrine, policies, procedures, systems, and training to insure effective stra tegic direction and integration of US and coalition forces worldwide. The CSEP provides a robust ?across the seams? training environment which is specifically designed to address interoperability at the national level by presenting senior leaders with cha llenging and though-provoking situations that address key warfighting issues. The Joint Staff intends to request services under a Fixed Priced Indefinite Delivery / Indefinite Quantity type contract, using Full and Open Competition. The length of the contract will be on base year with four (4) option years. The Contractor personnel assigned to this contract will be required to have a TOP SECRET/Sensitive Compartmented Information (SCI) security clearance and be eligible for access to Single Integrated Operational Plan-Extremely Sensitive Information (SIOP-ES I). Summary of proposal evaluation strategy. The Joint Staff J-7 and J-4 representatives will evaluate a two-hour oral presentation substantially supported with written documentation that will be presented to the evaluation committee at the time of the or al presentation. All technical proposals received will be evaluated using the following four (4) evaluation factors listed in descending order of relative importance; 1) Project Staff Qualifications, 2) Technical Approach, 3) Contractor?s Past Performance , 4) Organizational and Presentation of Information. The Request for Proposal will be made available on the Defense Contracting Command ? Washington (DCC-W) Web Site at http://dccw.army.pentagon.mil on or about 18 April 03 as a full and open solicitation. The Contracting Officer will not mail hard copies of the solicitation. A bidders mailing list will not be available as the solicitation will be available electronically. The Government?s estimated value of the requirement is classified as For Official use Only. The incumbent contractor is Systems Researc h and Application, (SRA) contract number DASW01-98-D-0042. The North American Industrial Classification System Code is 541330. There are no plans at this time to release a Draft Request for Proposal or to hold an industry day.
