- NA BAA DAAE07-03-Q-BAA1 [Amendment 0003 issued 28 March 2003] Amendment 0003 summary of changes: 1. The date and time for submission of proposals for some topics (both electronic and paper) has been extended by five days as provided under this amendment. A further revision of the proposal submission date for the 15 individual topics not covered by th is Amendment 0003 is now under review will be issued later under Amendment 0004. 2. Nine (9) topics have been removed from competition under this BAA. 3. The description for Topics #14 and 22 has been further defined. 4. The place for submission of all proposals (both electronic and paper) has been changed. The format for submission of electronic proposals has been further defined. Instructions for submitting proposals on CD-ROM or disk have been changed. 5. Required language for restrictive markings on proposals has been added. Now therefore, the following changes, additions, and deletions are made to the announcement. 1. Delete paragraph IV entitled 'Milestone Schedule' and in its place insert the following revised paragraph IV: PART IV. MILESTONE SCHEDULE: Proposals, both electronic and paper, are due on or before Wednesday, April 30, 2003 at 3:00PM EDT. This due date applies to all topic numbers except the following: 2, 8, 9, 10, 12, 13, 15, 24, 25, 26, 28, 34, 35, 37,and 38. The proposal submission date and closing date for these topics will be announced in Amendment 0004. Electronic and paper (mail or hand-carried) copies of proposals must be submitted in the format(s) and to the addresses shown below. Proposals, both ele ctronic and paper, must be clearly identified and marked as set forth in paragraph VII.b. For purposes of marking, the 'solicitation number' for this announcement is DAAE07-03-Q-BAA1. This BAA closes on April 30, 2003 at 3:00PM EDT. Based on the curren t schedule, and assuming no further interruptions or changes, we expect to make selection(s) and to begin making award(s) in approximately the June-July 2003 timeframe. 2. Amend paragraph V entitled Topics as follows: (a) Amend the attached embedded object to PART V. TOPICS of the BAA entitled 'Final Topics.doc' by deleting the following nine (9) topics from the Broad Agency Announcement. Proposals will not be invited for these topics. Proposals submitted against the se topics will not be evaluated, reviewed and/or considered for award. Topic #3 Automated Model Development ? Real-time Model Generation Topic #16 Light Weight, Low Cost Transportation System Topic #19 Modeling & Simulation: Modularity of Vehicle Models Topic #20 Multi-Resolution Modeling Topic #23 Nuclear, Biological and Chemical (NBC) Agent Water Contamination Topic #29 Robotic Mobility Test, Validation and Demonstration] Topic #31 Sidewall Protection Technology Topic #32 Small Robot Mobility Topic #33 Ultra High Performance Structures and Armors 3. Amend the attached embedded object to Part V entitled 'Final Topics.doc.' Delete the entire text for Topics 14 and 22 from the attachment and insert the following [changed text for each topic shown in italics]: 14. TOPIC: Integrated Program Management Framework (Program Link) OBJECTIVE/DESCRIPTION: Proposals are sought for demonstration of current state-of-the-art, comprehensive, real-time collaboration solutions providing a means (i) to federate globally dispersed product development teams; and (ii) to mitigate time constrai nts and classification issues. The applications of interest are systems providing virtual workspaces that accelerate time to field, reduce costs and foster innovation. Additionally, the Army seeks solutions that provide self-service management; milestone , activity task, deliverable and resource tracking; a central repository for all project/product related information; online collaborative meetings; discussion forum; information visualization from various CAD authoring tools; visibility changes through su bscription and notification; and streamlined process management through automated workflow in support of Objective Force materiel goals. Offerors should base their proposal on the funding estimates set forth below. The requirement is now expected to be e xecuted in the form of an FY03 base year requirement and an FY 04 option year requirement. The base year requirement must represent an effort that has real value to the Government, in and of itself, whether or not the option requirement is exercised. It is estimated that the option funding would be available for obligation in the Jan 04 timeframe. TOPIC: Next Generation Tactical Wheeled Vehicles OBJECTIVE: The Army is interested in joint development of hybrid advanced technology tactical wheeled vehicles with a 3 to 20 ton payload. The vehicle demonstration platform(s) shall include technologies that will enable the Army to meet the deployment a nd sustainment goals of the FCS and FTTS (MSV and UV variants) programs. Core objectives will be a 30% reduction in fuel consumption; combat vehicle mobility; internal C130 & external CH-47 air transportation without preparation; intelligent load handling system (load cargo & containers directly onto C-130 off load partial loads from flat racks); reduced logistics footprint; pit stop maintenance concept; improved vehicle capability; crew ballistic and mine protection capability; and a 1-to-1 ratio of vehic le weight to cargo capacity. The sharing of data or current Models will be required for the Modeling and Simulation effort that will be utilized throughout the execution of this project. DESCRIPTION: This project will result in the development and demonstration of one or more tactical wheeled vehicles and models that can be used by the Army to evaluate how new technologies will reduce the overall logistics footprint. The demonstration pl atform(s) and the Modeling and Simulation (M&S) outputs of this program will be utilized by the Army to determine their impact on the Army?s transformation goals. The Government would like to make multiple awards (as many as affordable) against this topic. Initial performance will focus on M&S to maximize the number of awards and their relevance to related Army efforts. First M&S review would be held within 30-60 days of award. Each award made against this topic will include an option for hardware demonstr ation(s) to be exercisable by Dec 03 with initial delivery/demonstration within six months of exercise. (1) You must submit your offer via paperless electronic media (see also paragraph (2) below). In addition to the electronic media, you must also submit two complete identical printed copies of the electronic version of your offer, including any sup plemental information. You must submit your electronic offer, and any supplemental information (such as spreadsheets, backup data, and technical information), using any of the following electronic formats: (i) Files readable using these Microsoft* 97 Office Products (TACOM can currently read OFFICE 97* and lower.): Word, Excel, Powerpoint, or Access. Spreadsheets must be sent in a file format that includes all formulae, macro and format information. Print im age is not acceptable. Executable files are unacceptable. (ii) Files in Adobe PDF (Portable Document Format). Scan ners should be set to 200 dots per inch. (iii) Files in HTML (Hypertext Markup Language). HTML documents must not contain active links to live Internet sites or pages. All information you wish to link to the text of your offer must itself be contained within your electronic offer and be accessibl e offline. (iv) Other electronic formats. Before preparing your offer in any other electronic format, please e-mail the buyer identified in Block 10 of the solicitation cover sheet (Government Standard Form 33), with e-mail copy-furnished to amsta-idq@tacom.army.mil, to obtain a decision as to the format's acceptability. This e-mail must be received by the buyer not later than ten calendar days before the closing date for receipt of proposals. Failure to e-mail the buyer within this timeframe to seek a determination r egarding the acceptability of an alternate electronic format may result in rejection of any offer submitted using such alternate electronic format. No alternate method of submitting an electronic offer will be accepted if its use involves or requires any additional cost to the Government. NOTE: The above formats may be submitted in compressed form using Winzip*. Self-extracting files are not acceptable. Check with the buyer before using any product other than Winzip for file compression. (2) Acceptable electronic media: You must submit your electronic offer using one of the following media: 100 megabyte or 250 megabyte Zip*-disk; or 3 1/2 inch floppy disk; or 650 megabyte CD ROM; or E-mail, or datafax. In all cases, except that of datafax, your electronic offer must identify the software application, and version, that you used to create each file submitted. The word 'datafax' used in this clause means 'facsimilie' as defined at FAR 52.215-5. (i) 100 OR 250 MEGABYTE ZIP*-DISK, 3 1/2 INCH DISK, OR 650 MEGABYTE CD ROM via U.S. Mail or other carrier. Offerors shall label any and all submitted disks with the solicitation number, BAA topic number, and closing date, and the offeror's name and address and contact phone number. Exterior mailing envelopes containing disks and/or paper copies of proposals must be addressed to: US Army Tank-automotive and Armaments Command Acquisition Center Bid Lobby - Building 231, AMSTA-AQ-AMAD 6501 East 11 Mile Road Warren, MI 48397-0001 Exterior mailing envelopes also must show the time and date specified for receipt, the solicitation (BAA) and Topic number (Example: DAAE07-03-Q-BAA1, Topic #), and the name and address of the offeror. Offerors using commercial carriers, including any serv ice other than US Postal Service Mail, should ensure that the proposal is marked on the outermost wrapper with the preceding information. Offers delivered by commercial carriers or services other than United States Postal Service Mail must be submitted in accordance with the hand-carried offers instructions paragraph below. In the event you are submitting more than one offer in response to this BAA, you MUST place each offer/submission on its own disk(s)(one offer can itself require the use of multiple disks, but more than a single offer MAY NOT be placed on the same disk o r the same set of disks). You must also submit only one offer/submission per mailing envelope. Submit ONLY ONE (1) of each disk (no additional copies of disks are required). If you will be sending your CD, floppy disks, or ZIP disks by any method other th an US Postal Service, see the 'hand-carried offers' paragraph below for delivery instructions. (ii) E-MAIL. If you choose to use e-mail, address your offer to offers@tacom.army.mil. DO NOT E-MAIL OFFERS TO HARRIET MARCET, THE BUYER, THE TECHNICAL POC, OR ANY OTHER PERSON. THE SUBJECT LINE OF THE E-MAIL MUST READ: 'OFFER--[DAAE07-03-Q-BAA1, topic n umber __], [name of Company/offeror], CLOSES [closing date].' Maximum size of each e-mail message shall be three and one-half (3.5) megabytes. Use the file compre ssion described in the NOTE in paragraph (a) above. You may use multiple e-mail messages for each offer/submission, however, if you submit your offer using more than one e-mail message you must annotate the subject lines as described above for each messag e, and number them in this manner: 'Message 1 of 3, 2 of 3, 3 of 3.' (iii) DATAFAX. Faxed offers MUST BE SENT TO TACOM'S NETWORK FAX SERVER ON 1-586-574-5527. DO NOT FAX OFFERS TO THE BUYER. SIMILARLY, DO NOT ADDRESS THE FAX TO THE BUYER. YOU MUST ADDRESS THE FAX TO THE ATTENTION OF offers@tacom.army.mil AS THIS IS THE LOCA TION WHERE YOUR FAX MUST BE RECEIVED. THE COVER PAGE OF THE FAX MUST CLEARLY INDICATE THAT THE FAX SHOULD BE SENT TO offers@tacom.army.mil. Paper faxes are not acceptable. Transmit only one offer for each datafax transaction. Clearly identify the offer as such on your fax cover page or via your PC, include your company's name, and state the proper internal TACOM address: offers@tacom.army.mil. You may fax your proposal using a personal computer or standalone fax machine, but it must be sent to the above nu mber. Note that if you use a standalone fax machine, you won't receive a confirmation of receipt. See paragraph (5) below for the minimum requirements of your offer. Maximum size of datafaxed offers is three and one-half megabytes (3.5MB), the same limit ation as that for e-mail offers. For your datafax, use the same subject line as that for e-mails as indicated above: 'OFFER--[ DAAE07-03-Q-BAA1, topic number __], [name of your Company/offeror], CLOSES [closing date].' Unless specifically instructed otherwise in this solicitation, select only one electronic medium by which to transmit each offer. For instance, DO NOT submit a single offer via 100 or 250 megabyte Zip*-disk AND e-mail. *Registered trademark? (3) Lateness rules for submitted paper copies, disks, e-mail, or datafax submissions are outlined in FAR 52.215-1, 'Instructions to Offerors--Competitive Acquisition.' Pay particular attention to paragraph (c)(3) of that clause as it relates to the timing of e-mail or datafax submissions. (4) Security Note: If you choose to password-protect access to your offer, you must provide the password to TACOM at least ten days prior to submitting the protected file. Contact the buyer to arrange a means of providing the password. Note: Passwords used only for the purpose of write protecting files need not be provided. (5) Other requirements: (i) Electronic offers must not contain active links to live Internet sites or pages. All linked information must be contained within your offer and be accessible offline. (ii) Offers must include all information required by the solicitation. (6) Please see FAR 15.207(c) for a description of the steps the Government shall take with regard to unreadable offers. (7) Offerors shall make every effort to ensure that their electronic offer is virus-free. Offers (or portions thereof) submitted which DO reflect the presence of a virus, or which are otherwise rendered unreadable by damage in either physical or electronic transit, shall be treated as 'unreadable' per paragraph (6) above. (8) Hand-carried Offers (Includes offers delivered by commercial carriers or services other than US Postal Service Mail): (i) Hand-carried offers shall be addressed to: US Army Tank-automotive and Armaments Command Acquisition Center Bid Lobby - Building 231, AMSTA-AQ-AMAD 6501 East 11 Mile Road Warren, MI. 48397-0001 (ii) Offers shall not be addressed to an individual buyer, the technical POC or any other person. All offers must be addressed to the Bid Lobby at the above address. (iii) The external delivery envelope or wrapper must be marked with the solicitation number, topic number, and the date and time of the solicitation closing. Each envelope may contain only one offer. (iv) Hand-carried o ffers must be delivered to the TACOM Receiving Dock in Building 249. Directions to TACOM: From Van Dyke Avenue, travel westbound on 11 Mile Road; enter the first Arsenal gate immediately west of the railroad tracks on the north side of the street. Take an immediate right and follow security officer directions to the Receiving Dock in Building 249. The driver may need to obtain a visitor?s badge, and must be a US citizen. The Government will take delivery of the hard-carried offer in Building 249, and Gover nment personnel then will be responsible to forward the package to the Bid Lobby address in Building 231. (v) Offerors must ensure that the commercial carrier they use has a tracking system that can provide documentation of the date and time of delivery to the Government. For hand-carried offers delivered by other than a commercial carrier, the offeror must en sure that the delivery person obtains a signature from Receiving Dock personnel on a receipt that shows the date and time of delivery to the Government. The delivery person must provide the receipt since Receiving Dock personnel do not have them. (vi) Packages must be delivered to Building 249 between the hours of 8:00 am and 3:00 p.m. local (Eastern Daylight) time. 5. The following paragraph is added to Part VII, paragraph VII.e(1), of the announcement. Insert the following text: VII.e(1). In the event your proposal contains any proprietary data or information, you must mark your proposal as follows, to put Government reviewers on proper notice. The procedure is as follows: First, mark the title page of your proposal with the fol lowing legend: 'This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used or disclosed?in whole or in part?for any purpose other than to evaluate this proposal. If, however, a contract or agreement is awarded to thi s offeror as a result of?or in connection with?the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract or agreement. This restriction does not limit the Gove rnment?s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert number or other identification of sheets]'; and Mark each additional sheet of data you wish to restrict with the following legend: 'Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal.' 6.
